    GENERAL JOB SUMMARY:

    The Director of Institutional Effectiveness enthusiastically oversees all institutional research and data functions for Pierpont, including institutional literacy (stakeholders can use information to create change), capacity (the institution has the necessary resources to meet information demands), and access (coordinating and managing a college-wide data strategy). This position is a champion for transformative institutional change and student success, responsible for the proactive management, analysis and dissemination of institutional data to support college leadership’s ability to make data informed decisions. The position is responsible for providing all functions of the department are in compliance with laws, policies, regulations, and rules for Federal, State, HLC, WVCTCS, and Pierpont. All federal, state, system, internal, and other reports will be accurate and submitted on time.

     

    The successful incumbent will help drive continuous improvement at Pierpont both from programmatic and process perspectives. The position is vital to the achievement, maintenance, and advancement of institutional progress measured against the standards of HLC (Higher Learning Commission), the college’s regional accrediting agency. The successful incumbent will proactively and consistently help drive Pierpont toward the fulfillment of its mission and strategic plan(s), helping to ensure student success across all student or prospective student demographics. This position is expected to work on a daily basis in a face to face environment, primarily at the ATC.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Proactively creates, maintains, and disseminates ‘dash-boards’ and other user-friendly resources to encourage and support continuous improvement.
    • Leads a college-wide data team, proactively helping to develop a new culture of evidence at Pierpont, intentionally developing institutional data literacy, capacity, and access.
    • Directly reporting to the college president, the incumbent works in a trustworthy and professional manner to assist the president in fulfillment of goals and objectives.
    • The incumbent will work collaboratively with the Chief Academic Officer (The VP of Academic and Student Services or its equivalent) to attain and ensure high programmatic performance.
    • Provide service and support to the Cabinet in developing initiatives for institutional success and strategic planning.
    • Collect, analyze, and report information related to various schools for academic program planning.
    • Work with department heads to find methods of providing data assistance to increase their efficiency.
    • Provide data and support for grants or funding opportunities.
    • Serve as the liaison to HLC and lead for accreditation and reporting. Serve as primary resource the college accreditation process, program accreditation processes, compliance review programs, and program reviews.
    • Plan, prepare, and produce a variety of standard and ad hoc reports and publications, including state, and federal reports, ensuring their quality, accuracy, timeliness, and consistency.
    • Prepare research briefs, reports, and recommendations to internal and external audiences.
    • Provide training and support regarding the planning, analyzing, and reporting processes to other institutional departments for their research pursuits.
    • Maintain student databases, developing systems and procedures to enhance the college’s ability to access and analyze information and ensure data integrity.
    • Maintain an institutional research calendar and provide that project timelines are met.
    • Serve as contact for system and state data reporting and data verification purposes.
    • Interpret and advise on state, federal, or other agency regulations related to research, evaluation, and reporting.Leads institutional planning efforts.
    • Closely monitors institutional progress against plan measures, WV system performance measures (including funding formulae), and federal requirements.
    • Participate in college committees and shared governance structures as required.
    • Participate in professional organizations, conferences, workshops or professional development opportunities to keep informed of current ideas, research, and practices related to the position.
    • Perform other related duties as assigned.


    MINIMUM QUALIFICATIONS:

    • Excellent understanding of the role Pierpont plays in West Virginia higher education.
    • Enthusiastic advocate and supporter of Pierpont’s mission, vision, and core values.
    • Ability to communicate effectively, verbally and in writing.
    • Ability to establish and maintain effective working relationships with all levels of college staff, college organizational units and departments, as well as units external to the organization.
    • Ability to organize and manage work teams and work products effectively and efficiently. Ability to manage operational budget.
    • Experience in the accreditation process.
    • Experience with data analytics and interpretation.
    • Experience with the development of student learning outcomes in a community college setting.
    • Strong organizational skills
    • Excellent listener, strategic thinker, and problem solver
    • Knowledge of relational database design and management and expertise in a major database package i.e. Microsoft Access, Microsoft Excel, SQL Server and Infomaker
    • Experience with higher education administrative/student information systems including technical understanding of data warehousing and data mining
    • Familiarity with a variety of personal computer software and networking environments
    • Familiarity with web survey administration software, such as Zoomerang
    • Excellent interpersonal, analytical, and communication skills critical

     

    EDUCATION AND EXPERIENCE:

    • Bachelor’s degree in computer science, data processing, research methods, or related field and three to five years of related research and/or analysis experience required(a combination of education and experience commensurate with the requirements of this position is acceptable).
    • Master's degree from a regionally accredited institution of higher learning preferred.
    • Experience supporting/meeting/achieving Higher Learning Commission or similar accreditation preferred.
    • Experience with the operation of Ellucian Banner system preferred.

    PHYSICAL REQUIREMENTS:

    • Conditions are those of a typical office environment, requiring frequent oral communication with colleagues, the ability to enter data and written communications in electronic format in a timely manner, and sufficient mobility to be present and address students, their parents, and fellow professionals at appropriate college and regional functions.
    • Moderate physical activity. Requires handling of average-weight objects up to 15 pounds; standing, siting and/or walking for brief to long periods.
