    Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position.     The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. This position is located in Business Applications Services (BAS), which identifies ways to improve existing business-focused systems, and transitions legacy systems onto platform technologies. The incumbent plans, develops, implements, and administers IT systems for at least one BAS customer (internal or external).

    • Provides support to ensure system operations. Prepares program patches to alleviate unanticipated changes in mission and business requirements. Reviews federal circulars and system change requests for potential security flaws.
    • Assists with the capital planning and reporting activities linked to a capital planning and investment committee (CPIC).
    • Provides eCPIC system support including help desk support. As an entry-level member of design and development teams, under the mentorship of other team members or higher-graded specialists, meets with customers, end-users, and other IT specialists to plan, develop and implement or modify mission-critical platforms (phone, chat, email). Enters and tracks tickets within a ticketing system (e.g., JIRA, GitLab, ServiceNow).
    • Performs other duties as assigned.

    Requirements

    • Must be at least 16 years old.
    • Requires a probationary period if the requirement has not been met.
    • Candidate required to obtain the necessary security/investigation level.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    GS-09 Requirements

    1) Education - Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D (if related).

    OR

    2) Specialized Experience: Applicants must have one year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the Federal Service. Specialized experience is defined as the following:
    • Experience providing technical support of IT systems, including the designing, developing, and testing of the software.
    • Experience with business analysis and problem solving skills.

    In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below:

    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Education

    To be eligible for an appointment, you must meet the requirement A or B:

    A. Completed all requirements for bachelor's or advanced degree from a qualifying educational institution within the previous two years;

    or

    B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a college graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a bachelor's or advanced degree.

To use your education as a basis for meeting the Minimum Qualification Requirement (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements.     This position has promotion to the GS-12. There is no obligation to provide future promotions to you if you are selected. Promotions are dependent on your ability to perform the duties at a higher level, the need for an employee promoted to the higher level, and supervisory approval.
