    Division Overview:

    The Division of Local Services (DLS) helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight. Its bureaus are responsible for ensuring the fairness and equity of local property taxation, the accuracy and quality of local accounting and treasury management, interpreting state laws that affect local governance, distributing local aid, and maintaining a comprehensive databank on local finances.

    Position Summary:

    The Director of Finance and Local Payments will direct the distribution of over $7B in state aid and other payments to municipalities, regional school districts and regional planning agencies. This position is key to managing the team responsible for processing payments and assessments, monitoring the accounts from which those payments are issued and analyzing the distributions to establish the next fiscal year’s budget line items.

    The Director will work closely with financial officials in other agencies and secretariats, provide the Executive Office for Administration and Finance (EOANF) with municipal finance data needed to build the annual State budget and evaluate/implement controls to improve accountability, transparency and reduce risk. This role is responsible for assuring funds are properly encumbered and payments to vendors made in a timely fashion.


    Duties & Responsibilities:

    • Develop, and implement financial policies and procedures in accordance with all applicable laws and regulations while maintaining best-practice internal controls and providing excellent service to all stakeholders.
    • Coordinate with the Office of the State Comptroller and other business partners to ensure compliance with all processing and reporting requirements.
    • Direct the compiling of budget-related data; provide EOANF with required budget data; oversee the public posting of estimated receipts and assessments at each budget step.
    • Direct activities related to encumbrance management, appropriation status, spending actual versus budgeted, year-end reports, and other related financial tasks.
    • Respond to issues and inquiries from local and state officials in matters of the state budget or state payments.
    • Make presentations and represent the agency at municipal finance forums/conferences.
    • Work with DLS and the Executive Office of Technology Services and Security (EOTSS) to improve and enhance DLS Gateway modules supporting state payments and local options.

    Preferred Qualifications:

    • Understanding of government finance as well as general accounting and budgeting concepts/applications.
    • Knowledge of the state budgeting cycles and processes.
    • Experience with oversight of complex financial workflows and transactions in financial management.
    • Knowledge of Massachusetts state finance law, public accounting practices, internal controls best practices and Office of the Comptroller requirements.
    • Work experience and familiarity with Massachusetts state finance systems (MMARs, CIW, etc.).
    • Ability to discern sensitive decisions with confidence and be able to delegate to upper or lower-level staff.
    • Strong analytical, troubleshooting, and problem-solving skills with ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions.

    As part of the Future of Work Initiative, the agency is adopting a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days.

    An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

    The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor.


    Qualifications

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    Substitutions:

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

    III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
