Talent Management Manager manages the development, implementation, and administration of programs that evaluate, measure, enhance and improve employee performance. Utilizes assessments to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Talent Management Manager leads the design of performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Establishes cross-functional synergies that provide training and development resources needed to achieve workforce performance improvements. Additionally, Talent Management Manager champions a culture of objective setting and result measurement aligned to pay and rewards using tools, training, and communication. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Talent Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Talent Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Summary:

    Working with the entire Talent Management team, develops, implements, and administers programming that supports departmental programming.

    Roles and Responsibilities:


    • PROGRAM COORDINATION: Drive collaboration between partner departments and Talent Management to ensure successful programming in alignment with departmental and agency goals. Maintain central calendar of Employee Engagement, Leadership & Professional Development, and Employee Learning events, and coordinate with partner departments to appropriately support and socialize related events. Act as lead contact and support for participants in all of Talent Management programs, tracking participation and successes. Participate in coaching or delivering presentations on development opportunities. Administer participant surveys, analyze data, and identify salient trends. Represent Talent Management through telephone and email communications with all constituents. Serve as first point of guest contact at program events.


    • ADMINISTRATION: Provide program administration support to all Talent Management programs, including administering departmental budget administration and ensuring that small purchases are executed in alignment with applicable State and Federal regulations. Support functions may include but are not limited to creating departmental communications materials, managing course and event registration, managing course and event attendance, ordering and paying for program supplies, maintaining program supply inventory, managing departmental P-Card, managing departmental mailings, processing budgetary data, and managing departmental timekeeping. Execute updates to @Transit to promote each event and follow up to include event photos. Coordinate communications with all Facilities managers for site-specific events.


    • EMPLOYEE ENGAGEMENT: Support all Employee Engagement functions, including but not limited to administration of following programs:
    • New Hire Year One
    • Employee of the Month
    • Year of Service (YOS)
    • Mentorship programs
    • Volunteer opportunities
    • Charitable giving opportunities, including New Jersey Employees Charitable Campaign (NJECC)
    • Exit interviews
    • Employee surveys


    • PROFESSIONAL & LEADERSHIP DEVELOPMENT: Support all Professional & Leadership Development functions, including but not limited to administration of following programs:
    • Performance Management process
    • Leadership development programs
    • Leadership assessment programs
    • Various coaching, career planning and pathing, and succession planning services


    • EMPLOYEE LEARNING STRATEGY: Support all Employee Learning Strategy functions, including but not limited to administration of following programs:
    • Course development and facilitation
    • Learning Management System (LMS) administration

    Supervision Given to:

    Department temporary worker as needed.

    Education, Experience and Qualifications:

    Minimum:

    • Bachelor’s degree in liberal arts, Business Administration, Human resources, or related area; one year of closely related experience may be substituted for each year of education required.
    • Three (3) years of experience in program administration

    Knowledge and Skills:

    Essential:

    • Proven administrative or assistant experience
    • Knowledge of office management systems and procedures
    • Excellent time management skills and ability to multi-task and prioritize work
    • Attention to detail and problem-solving skills
    • Excellent written and verbal communication skills
    • Strong organizational and planning skills
    • Proficient in MS Office


    Preferred:

    Experience in Adobe Photoshop, SurveyMonkey or other survey application/service, Contact Monkey or other communication/feedback/event planning software, and Microsoft Forms a plus.

    Certificates, Licenses, Registrations:

    Driver’s license for operating fleet vehicle when necessary
