Talent Management Manager manages the development, implementation, and administration of programs that evaluate, measure, enhance and improve employee performance. Utilizes assessments to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Talent Management Manager leads the design of performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Establishes cross-functional synergies that provide training and development resources needed to achieve workforce performance improvements. Additionally, Talent Management Manager champions a culture of objective setting and result measurement aligned to pay and rewards using tools, training, and communication. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Talent Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Talent Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     SUMMARY: 

    The Program Manager, Talent Management partners with the business unit leaders to serve as a change agent in the cultural transformation and development of DC Water’s talent. This position will develop, oversee, and facilitate strategic talent management activities including leadership and staff development, workforce planning, organizational effectiveness, and succession planning. 

     

    ESSENTIAL FUNCTIONS:

    • Leads efforts to identify and design training and professional development needs that support critical business initiatives; develops and delivers appropriate solutions by working with internal and external resources. 
    • Supports all aspects of development lifecycle, to include supervision of ongoing training programs, development of future training programs, and training consultation for key stakeholders, marketing, and communications of programs, manage budgets and resources, reporting, measurement and maintenance of training records, vendor, and stakeholder management.
    • Mentors, leads, and coaches staff to assure that the skill set of the team is aligned to the learning and development needs of the Authority. 
    • Ensures a high degree of execution consistency; knowledge retention and effectiveness measured and tracked through carefully designed metrics.  
    • Continuously innovates and experiments in the rapidly changing fields of adult learning science and technology, to keep pushing the effectiveness of Authority learning programs and initiatives.
    • Facilitates discovery meetings, conducts interviews to confirm business needs, and translates those needs into concrete options for learning opportunities.
    • Analyzes current state environment, including analysis of performance gaps and job/task/needs analysis. Synthesizes the data gathered to create models and recommendations.
    • Provides leadership, support, and guidance to team members, reinforcing the importance of operational excellence, service mentality, and employee/management trust.
    • Serves as a key project member in the evaluation and redesign of learning & development tools and processes.
    • Creates an environment of continuous improvement where challenging the status quo is not only a regular activity but an expectation. 
    • Performs other duties and special projects as assigned at the discretion of the Manager, Talent Management. 

    People and Talent Communications

    • Designs, develops, and monitors all People & Talent communications to the authority.
    • Adheres to the DC Water style guide to ensure the production of high-quality, error-free products.
    • Seeks opportunities to enhance the People & Talent brand in line with DC Water strategies.
    • Works as a Liaison with the Marketing and Communication cluster to ensure all communication is aligned with the authority’s guidelines.
    • Collaborates with technical SME’s to develop messages for program participants.

    Supervisory Responsibilities: N/A

     

    Key Working Relationships:  Internal and external stakeholders, including DC Water’s Board of Directors, senior management and staff of the Authority, public officials in federal, state, and local government, and the general public.

     

    EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

    The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

    • Bachelor’s degree in Human Resources, Business Management, or related field from an accredited college or university and a minimum of five (5) years of progressive experience associated with project or program management responsibilities in developing employee engagement strategies and solutions, inclusive of three (3) years of project or program management responsibilities associated with learning and development initiatives, organizational change management, or business development; or equivalent combination of education and experience.
    • Association for Talent Development (ATD) or Senior Professional in Human Resources (SPHR) certification or a Society for Human Resource Management, Senior Certified Professional (SHRM-SCP) certification is preferred.
    • Excellent inter-personal, communication, analytical, organizational, management, and negotiation skills are required. 
    • Excellent computer skills and in-depth experience with applicable software programs are required (i.e., spreadsheets, databases, presentations, etc.). 
    • Proven ability to lead cross-functional teams and provide project management support.
    • Demonstrated ability to complete quantitative and qualitative analysis.
    • Problem structuring and strategic problem-solving skills.
    • Advanced skills developing compelling presentations.
    • Advanced facilitation skills.

    Attention to detail. Should be able to develop accurate written materials.
