2. Job Title: Alternate Site Manager/Operations Manager
Scope of Contract Work: The Alternate Site Manager/Operations Manager oversees warehouse and distribution operations in accordance with DLA Distribution Standard Operating Procedures (SOPs)/addendums, Process Manuals, DLA’s WMS, Service Owned WMS or Original Equipment Manufacturer (OEM) WMS, various Government and Commercial applications, and other references specified in the contract. They are responsible for managing all aspects of the distribution center's activities, including receiving, storage, inventory management, packaging, Care of Supplies in Storage (COSIS), stock control, selection, issue processing, packing, shipping, and distribution of repair parts and secondary items. The Alternate Site Manager/Operations Manager has full authority to act for the Contractor on all matters related to contract performance in the absence of the Site Manager. Additionally, they ensure operations are conducted within designated core hours and may establish or adjust shift operations to meet customer demands. They may also be tasked with providing various equipment, such as different types of Material Handling Equipment (MHE), to meet evolving mission requirements.
Duties and Responsibilities:
· Act as the primary authority for the Contractor in the absence of the Site Manager, ensuring continuity of operations and adherence to contract requirements.
· Provide supervision for Contractor employees, including planning and managing the contract professionally.
· Coach and mentor supervisors and leads to ensure efficient scheduling of work and maximum resource utilization.
· Ensure accurate and timely reporting of operations and performance metrics.
· Supervise operations to prevent inefficient or wasteful methods and maintain quality standards.
· Implement cost-saving measures while ensuring work is performed on schedule and within budget.
· Serve as a liaison between Contractor employees and Government representatives, addressing any issues or concerns promptly.
· Monitor performance against Key Performance Indicators (KPIs) and take corrective actions as necessary.
· Conduct regular inspections and audits to ensure compliance with safety regulations and quality standards.
· Identify areas for process improvement and implement solutions to enhance efficiency and productivity.
· Foster a culture of continuous improvement, teamwork, and accountability among Contractor employees.
· Maintain effective communication channels with all stakeholders, including Government officials, Contractor personnel, and suppliers.
Education and Experience Requirements: Minimum Bachelor’s Degree in Distribution Management, Business Management, or Business Administration and at least two years of experience in Distribution Management, or at least three years of experience in Distribution Management, or at least seven years of progressive management experience in distribution operations. Experience shall include at least two (2) years of experience using automated warehouse management systems within the past five years.
