Systems Architect is responsible for the architectural design, development, and deployment of an organization's overall IT systems. Designs systems to consider functional requirements, scalability, and security. Being a Systems Architect defines system solutions based on user needs, cost, and required integration with existing applications, systems, or platforms. Researches, identifies, selects, and tests technology products required for solution delivery. Additionally, Systems Architect establishes, implements, and documents technology integrations or migration strategies. Requires a bachelor's degree. Typically reports to a manager. The Systems Architect works autonomously. Goals are generally communicated in "solution" or project goal terms. May provide a leadership role for the work group through knowledge in the area of specialization. Works on advanced, complex technical projects or business issues requiring state of the art technical or industry knowledge. SYSTEMS TECHNICIAL ARCHITECT (Senior System Analyst) - Range 17 /NON

    This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

    DEPARTMENT: Information Technology
    HOURS OF WORK: Monday through Friday; 8:00 am to 5:00 pm (rotating on call)
    LOCATION: City Hall, 632 W. 6th Avenue

     Under the direction of the Infrastructure Manager to support Municipal infrastructure services, computer, storage, network and enterprise applications. Implements and supports on-premise physical servers, virtual servers and cloud hosted servers. Provisions the required system software, storage and network resources for servers in all supported environments. Performs backups and restoration of servers, applications and data. Develops automation for the delivery and management of infrastructure services. Provides technical consultation and support to users and other IT staff. Leads technical projects and resources to achieve high-complexity solutions. Monitors systems capacity and performance, utilization of storage, and provides complex technical support. Reviews, advises and designs standard software and hardware builds, system options, risks, costs vs. benefits and impact on the enterprise business process and goals. Leads large-scale technical projects and resources for implementing system management solutions and documents findings and presents to management. Utilizes Municipal deployed system administration tools to manage servers, storage and cloud hosting environments. Develops and documents the framework for integration and implementation for changes to technical standards. Investigates and evaluates new software, tools and system technology to manage infrastructure services. Modifies, installs and prepares technical documentation for system software applications. Tracks industry trends and maintains knowledge of new technologies to better serve the enterprise's architecture needs.  Perform other related duties as assigned.

    High school diploma, GED or equivalent and nine (9) years of experience with installing and/or managing servers.
     
    OR
     
    Associate's degree in Computer Science, Business Administration or similar discipline and seven (7) years of experience with installing and/or managing servers.
     
    OR
     
    Bachelor's degree in Computer Science, Business Administration, or similar discipline and five (5) years of experience with installing and/or managing servers.

    OR
     
    Master's degree in a related field may substitute for the required non-specialized experience on a year-for-year basis.


    Must possess a valid State of Alaska driver's license by time of hire.

    Satisfactory Criminal Justice Information System (CJIS) background check within 30 days of hire. 


    Preferences: 
    Preference will be given to candidates who have one or more of the following:

    • VMware VCA-DCV or higher.
    • NetApp Certified Storage Associate or higher.
    • Server administration experience with Microsoft System Center technologies (SCCM, SCOM, SCVMM).
    • Server administration experience with Windows PowerShell.
    • Experience with performing physical to virtual (P2V) conversions on Windows Servers into VMware environment a plus.
    • Experience in the design and management of a Microsoft based Public Key Infrastructure (PKI) to provide certificate services.
    • Experience with Microsoft SQL databases.
    • Microsoft Certification in server technologies (MCP, MCSA, or MCSE), NetApp Certified Storage Associate or higher.

    If selected for hire, the appointment in this position will be conditional based upon a satisfactory municipal employment office conducted background check (AS 12.62.160 and AS 12.62.400) and a Criminal Justice Information Services (CJIS) FBI background investigation. A background check encompasses criminal history, verifying education, and verifying dates of employment.  Accordingly it will be necessary for the selected applicant to provide certain identification information and be fingerprinted.

    If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska driver's license and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver's license was first issued within one year prior to application, documenting an acceptable driving history. The processing fee(s) are the responsibility of the selected applicant.

    Military Service Interview Preference:
     Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application.  Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.  The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
