    Duties Summary

    This position is located in the Office of the Deputy Director, Harbors Division. The Harbors Division’s primary functions are to plan, design, oversee the construction, operation, and maintenance of the State’s maritime transportation facilities and infrastructure on the islands of Oahu, Hawaii, Kauai, Maui, Molokai, and Lanai.


    The purpose of the position is to manage and coordinate programmatic and administrative activities in relation to the Infrastructure Investment and Jobs Act (IIJA), 2021, the Inflation Reduction Act (IRA), 2022, and other related grants. Activities include oversight of all pre- and post-grant activities, ensuring grant compliance with federal grant requirements, data collection and analysis, policies and procedures, maximization of grant funding opportunities, monitoring progress on accomplishing scope of work described in grant applications, and working to ensure program delivery aligns with grant funds and Harbors Master Plans.


    Minimum Qualification Requirements

    MAJOR DUTIES AND RESPONSIBILITIES

    A. Grant Program Implementation and Monitoring


    1. Establish processes to receive award grants; set timelines and benchmarks to ensure compliance with applicable requirements. Develop and implement compliance measures to ensure program goals are accomplished in conformance with the federal grants.

    2. Manage all grant applications relating to the Infrastructure Investment and Jobs Act (IIJA), 2021, and the Inflation Reduction Act (IRA), 2022, for Harbors projects; initiate, prepare, submit grant applications; assist local partners in submitting their applications that must pass through the Department, and serve as a resource for partners/consultants with applications submitted directly to the federal government.

    3. Monitor the implementation of grants and the expenditure of funds to ensure compliance with federal and state requirements and regulations.

    4. Oversee the monitoring, surveillance, and evaluation of program activities to ensure compliance with grant and fiscal requirements, meeting timelines and benchmarks.

    5. Compile data and prepare reports to include analysis of trends and identification of potential issues or problem areas.

    6. Evaluate project(s) performance. Identify current needs and need for modifications or corrective actions; provide guidance and assistance as appropriate; seek grant amendments and request grant extensions as necessary.

    7. Identify projects that are completed. Compile data for evaluation purposes and oversee all grant close out activities in collaboration with fiscal staff.

    8. Provide training and grant management workshops for agency grants and fiscal representative working on federal grants.

    B. Grant Application and Needs Assessment


    1. In consultation with leadership, fiscal, and other identified division staff; collect, analyze, and develop grant proposals; conduct needs assessments and identify priorities relative to the long-term strategic development and organizational sustainability.

    2. Determine feasibility and relative benefits of grants or other projects. Prioritize the grant application process.

    3. In collaboration with fiscal and division staff, prepare grant budgets and identify existing resources to complement grant funding. Identify potential sources of grants and funding from other agencies.

    4. Identify and work with sub-recipient agencies that can effectively carry out projects.


    RECOMMENDED QUALIFICATIONS

    A. Knowledge of:
    Federal, State, and local laws and ordinances related to grants; basic accounting principles and practices; public and private community agencies and other resources; program planning and evaluation, program management and outcome tracking, proposal development, sources of grants; research methodology and statistical procedures.

    B. Skills/Abilities to:
    Ability to plan, organize and prepare grant program applications; collect, analyze, and interpret data and financial information; prepare reports; speak and write effectively; ability to manage multiple priorities simultaneously, work under a deadline and pivot priorities, develop and maintain effective working relationships.

    C. Education:
    Graduation from an accredited four (4) year college or university with a bachelor’s degree.

    D. Experience:
    Three and a half (3.5) years of progressively responsible professional, program management, administrative or analytical experience involving locating, monitoring, evaluating, obtaining, and/or administering federal, state and/or private grants.

    EXEMPT BENEFITS

    This is a non-civil service position. Benefit information will be provided at time of offer by the Department Personnel Officer or Director of the hiring department.

    Listed below is a summary of the benefits the State offers to exempt employees, which is based on full-time employment.

    Paid Holidays

    Eligible for 13 paid holidays each year; 14 holidays during an election year.

    Paid Vacation

    Eligible for 21 days per year.

    Paid Sick Leave

    Eligible for 21 days per year.

    Other Leaves

    Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member. Various leaves without pay may also be granted with full re-employment rights.

    Health Insurance

    The State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Dental Plan. For more information, visit the Employer Union Trust Fund website www.eutf.hawaii.gov for coverage and options.

    Group Life Insurance

    The State provides a free life insurance policy for eligible exempt employees.

    Retirement Plan

    The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits.     Premium Conversion Plan

    Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

    Flexible Spending Accounts

    Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

    Transportation Benefits

    Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.

    Deferred Compensation

    The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.

    Temporary Disability Insurance

    Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

    Social Security

    As an employer, the State also contributes to an exempt employee's social security account.

    Training & Continuing Education

    The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.

    Travel Expenses

    The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.

    Union & Collective Bargaining

    Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
