Substance Abuse Coordinator

  • SUMMARY: Under the supervision and direction of the Captain of Operations, the Substance Abuse Coordinator is responsible for ongoing professional counseling and treatment services to inmates with problems of alcohol and substance abuse. The services may include: assessing/screening inmates, creating and reviewing treatment plans, coordinating inmate services, community outreach following an inmate's release, and individual and group counseling services. The incumbent implements an inmate rehabilitative process in relation to substance abuse to meet inmate needs and prepare them to return to society while meeting standards.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned, as deemed necessary.

    1. Performs duties for the Detention Center, including, but not limited to:

    a. Provides professional counseling to assigned inmates either in groups or during individual meetings.

    b. Develops, implements and monitors a facility wide Substance Abuse Awareness Program.

    c. Develops, implements and monitors Detention Center Substance Abuse Treatment Program including individual treatment plans based upon the classification process and a comprehensive assessment for each assigned inmate.

    d. Participates in staff meetings to discuss treatment plans, inmate progress, and additional services needed.

    e. Establishes a substance abuse/dependence diagnostic tool.

    f. Continually evaluates and documents the level and participation and progress towards the assigned inmate's goals.

    g. Works with Detention Staff to provide services in a variety of treatment modalities in order to assist the inmates with alcohol and substance abuse rehabilitation.

    h. Electronically records all mandatory treatment, progress notes and inmate history.

    i. Provides resources to assist in the transition support system; including, interviewing inmates, providing referral services and consulting with Probation and Parole Officers regarding treatment needs and community resources.

    j. Works with the Mental Health Staff, Detention Staff and community agencies to provide for services to the Detention Center.

    k. Supervises volunteers and interns involved in the Substance Abuse Programs.

    l. Provides the Program/Services Director briefings regarding the status of the Substance Abuse Program as necessary and/or required.

    m. Maintains appropriate documentation and records. Provides statistics on program participation, effectiveness and scope. Prepares reports as requested by the Captain of Operations.

    n. Recommends inmates for additional programs to the Program/Services Director.

    o. Monitors program performance and quality of services provided and makes adjustments as needed.

    p. Researches new resources and techniques for improving inmate substance abuse services.

    q. Member of the Program/Services Management Team.

    r. Positively represents the Detention Center in the community and with service groups, agencies, education systems as well as other groups to promote public awareness and the functions of the Detention Center.

    s. Attends seminars/conferences and develops effective communication with outside social service, and community agencies.

    t. Provides confidentiality of sensitive information and compliance with all HIPAA laws.

    u. Develops and implements an inmate peer counselor program.

    v. Detects substance abuse among inmates within the Detention Center.

    SUPERVISORY RESPONSIBILITIES: Carries out supervisory responsibilities in accordance with the County's policies, the Detention Center Policy and Procedure Manual and applicable laws and ordinances.

    QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    1. Thorough knowledge of laws affecting addictions.

    2. Knowledge of individual and group counseling methods and techniques.

    3. Knowledge of the trends in the treatment of substance abusers, specifically knowledge of the substance abuse behavior patterns of inmates.

    4. Ability to pass a criminal background investigation to determine if the incumbent is of good moral character, honest, reliable, local and above reproach.

    5. Willingness to submit to and pass urinalysis.

    6. Agreement to maintain a drug-free and tobacco-free workplace.

    7. Has good work habits and ethic (i.e., positive attitude, punctuality, maintain professional attire and neat appearance, ability to get along with others).

    8. Demonstrates the ability to participate in positive interpersonal relationships and maintain effective relationships with people of varied economic, educational and cultural backgrounds.

    9. Possession of reliable transportation and maintenance of a valid driver's license and liability insurance.

    10. Willingness to maintain own mobile telephone.

    11. Willingness to work irregular hours.

    12. Be available to staff members at times other than regular business hours to be responsive to emergency calls and consultation.

    13. Reasoning, using sound judgment and problem solving skills are attributes of the incumbent.

    14. Highly stable character with proven ability to maintain strict standards of behavior.

    15. Is a positive role model that promotes respect for diverse staff and inmates.

    16. Fluent in English/Bilingual in English/Spanish is desirable.

    EDUCATION, TRAINING, and/or EXPERIENCE: Completion of the following is required or any combination of education, work experience and training which would be considered equivalent.

    1. Bachelor's Degree from an accredited college or university in chemical dependence administration and management, counseling, health administration, mental health, social work, sociology, psychology, or a related field.

    2. A minimum of three (3) years professional experience in drug and alcohol community services counseling or related field. Preference will be given to applicants with previous corrections counseling experience.

    3. Valid In-State Certification in Substance Abuse Counseling/Prevention required; such as a licensed Associate Alcoholism and Drug Abuse Counselor (LAADAC) from the State of Arkansas Board of Examiners of Alcoholism and Drug Abuse, licensed Alcoholism and Drug Abuse Counselor preferred or certified as an Alcohol Drug Counselor/Alcohol and Other Drug Abuse (ADC) from the Arkansas Substance Abuse Certification Board.

    4. Engages in professional resources including local and online networking, and professional organizations such as the National Association for Alcoholism and Drug Abuse Counselors.

    5. Willingness to pursue additional certification standards.

    OTHER SKILLS and ABILITIES:

    1. Possess knowledge of the principles and responsibilities of the position and skills required to perform the work.

    2. Possess knowledge of the principles and procedures of standards related to substance abuse as set by the Arkansas Criminal Detention Facilities Board
