Strategic Planning Manager manages the analytical and research activities supporting an organization's strategic, short-term, and long-range goal planning function. Oversees data collection and conducts organizational reviews to identify the business's strengths and weaknesses and evaluate operational effectiveness. Being a Strategic Planning Manager leads the research of emerging trends, expansion opportunities, competitive threats, and the viability of outside business partners. Develops recommendations for internal business process improvement. Additionally, Strategic Planning Manager designs and executes methods to track and measure organizational performance data to use for planning. Requires a bachelor's degree. Typically reports to a director. The Strategic Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Strategic Planning Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     General Description:

    The purpose of this job within the organization is to supervise the Zoning Division of the City. This job develops and implements programs within organizational policies and reports major activities to executive-level administrators through conferences and reports.

    Minimum Training and Experience:

    Requires a Bachelor’s Degree in City/Regional Planning, Urban Design, or a related field and eight years of professional land use planning experience, including some supervisory experience or closely related experience. Prefer Master’s Degree in City/Regional Planning, Urban Design, or a related field, and ten years progressively responsible professional planning and urban design experience, including several years of supervisory experience, preferably in a local government setting.

    The equivalent combination of education and experience may be considered.

    Special Certifications and Licenses:

    • Certification by the American Planning Association (AICP) preferred
    • Valid Driver’s License

    Desirable Knowledge, Skills and Abilities:

    • Considerable knowledge of zoning and urban design principles and practices, and laws.
    • Ability to understand, apply, and interpret City ordinances, policies, and procedures, particularly those related to development standards.
    • Ability to analyze the potential effects of proposed land development projects and applicable City standards on schools, traffic, community aesthetics, natural resources, neighborhoods, and the like.
    • Ability to prepare and present technical reports and recommendations in oral, written, and graphic form; ability to express ideas clearly and concisely, orally and in writing.
    • Ability to utilize GIS software applications and produce maps and statistical data.
    • Ability to negotiate and persuade, and to remain calm and diplomatic in difficult situations.
    • Ability to exercise independent judgment, discretion, and initiative in completing assignments.
    • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
    • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
    • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
    • Ability to attend meetings in the evenings approximately four times a month.

    Essential Job Functions:

    • Supervises staff in reviewing land development plans and proposed business locations for compliance with zoning and historic preservation standards; serving as liaisons to the Planning Commission, Zoning Board of Appeals, and Board of Historic Review, and writing staff reports and making presentations to those Boards as well as to City Council; providing zoning and development assistance to design professionals and others; negotiating Master Planned Development standards; advancing historic preservation interests; and responding to Freedom of Information Act requests.
    • Writes and presents the more complex staff reports to the Boards and City Council members for proposed rezonings, master plans, ordinance amendments, variance and special exception requests, and administrative appeals.
    • Researches and recommends policy and ordinance changes on various zoning and land use topics. Implements approved changes.
    • Identifies areas where development review and other administrative processes and policies within the Department could be improved, and guides staff to make the associated changes.
    • Oversees budget for division.
    • Attends training classes about customer service, zoning regulations, computer software, and other topics as needed to learn new standards, processes, and systems. Maintains continuing education credits as required by state law and as needed for optional certifications.
    • Performs all other duties as may be assigned to meet organizational needs.
