    The Registered Nurse is responsible for the development, implementation, direction and operation of the facility's infection prevention and control program. The ICN responsibilities include ensuring compliance with infection prevention-related regulations based on regulatory standards and evidence-based professional standards and guidelines. The ICN serves as a subject matter expert and resource to staff, physicians and departmental personnel which provides care and counseling of persons or in the promotion and maintenance of health and prevention of illness and injury based upon the nursing process which includes systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses to actual or potential health problems through such services as case finding, health teaching, health counseling; provision of care supportive to or restorative of life and well-being; and executing medical regimens including administering medications and treatments prescribed by a licensed or otherwise legally authorized provider.



    Major duties include, but are not limited to:

    • Knowledgeable and experienced in infection control practices and can collaboratively and independently perform duties.
    • Conducts infection prevention and control surveillance and analysis to monitor the effectiveness of prevention and control strategies that are consistent with the organization's goal and objectives.
    • Ensures surveillance is consistent with selected internal and external comparative databases and uses standardized definitions e.g. National Healthcare Safety Network (NHSN) definitions for the identification, analysis and classification of events.
    • Reports significant findings to appropriate customers including related Committees and Departments and makes suggestions for improvements.
    • Provides education and consultation to internal and external customers including staff, physicians, and departmental personnel regarding infection prevention and control issues.
    • Reviews and investigates trends, clusters, and outbreaks when indicated using epidemiologic principles.
    • Conducts concurrent surveillance on multi-drug resistant organisms (MDROs) using the Infectious Disease surveillance system (Theradoc).
    • Assures compliance with regulatory standards in infection prevention and control.
    • Participates in performance improvement activities using evidence-based infection prevention and control strategies.
    • Coordinates and reports Reportable Disease/Conditions to the appropriate public health agency.
    • Collaborates with Occupational Health on occupational exposure investigation and reports.
    • Collaborates with other medical centers when needed to prevent the transmission of infections.
    • Actively participates in several committees throughout the medical center and may lead committees as assigned by Infection Control Manager.
    • Able to perform risk assessments, identify potential threats, and develop goals and action plans based on the assessment.
    • Able to reference updated guidance from VHA, APIC, SHEA, CDC, AORN and other national committees to ensure best practices are being followed.
    • Continuously and collaboratively reviews infection prevention and control practices and suggests modifications as needed.
    • Understands evidence-based practices on cleaning, disinfection and sterilization and works with other services to optimize infection prevention and control practices.
    • Mentors other infection control nurses as needed.
    • Provides effective education and training regarding infection prevention and control, e.g., new employee orientation, department focused and unit based in-services.
    • Conducts infection control risk assessment and evaluation on construction and renovation.
    • Collaboratively, reviews and evaluates new products to reduce healthcare associated infections and employee injuries.
    • Collaboratively, reviews and revises departmental infection prevention control policies as needed.
    • Provides input into patient care procedures relative to infection prevention and control.
    • All other duties as assigned, pertaining to this occupation, to meet the needs of the Agency, Department, Facility, and/or Service.

    Qualifications

    Basic Requirements:
    • English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
    • Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
    • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)

    Preferred Experience:
    • At least two (2) years of RN clinical acute care experience (inpatient hospital, ED, ICU).
    • At least two (2) uninterrupted years of Infection Control experience in the full-time role of an Infection Control RN in the acute care hospital.
    • Board certification in Infection Control (CIC)

    Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position
    requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
