Director of Programs
REACH Community Development, Inc. seeks a collaborative, equity and equality-driven advocate and community builder to join REACH as our new Director of Programs!
The person who serves as REACH’s Director of Programs has the opportunity to guide and shape programs and services that support underserved and unserved intersectional communities in maintaining access to safer, stable, affordable housing.
The Director of Programs leads and facilitates REACH’s Resident Services programs, serving residents of REACH housing by connecting them to resources such as food assistance, health services, childcare, crisis management, and rental assistance. The Director of Programs provides guidance and oversight to REACH’s Community Builders Program. This free home repair program focuses on serving neighbors who are 55 or older and/or have a disability and own and occupy their homes in the city of Portland, Oregon.
The Director of Programs is a senior leadership position that reports to the CEO.
This is a full-time, flexible, exempt position with a starting annual salary range of $84,509 - $113,340. What You’ll Do
Resident Services
Lead the continuous improvement of Resident Services programs based on community needs, resident interest, REACH priorities, and the availability of funding and resources.
Lead and manage the Resident Services Department, including the supervision, coaching, and support of Resident Services Managers.
Collaborate with the CEO and Resident Services team to establish and periodically review service standards and how they align with the intended outcomes.
Develop annual program goals and detailed work plans to meet service and community standards and achieve outcomes.
Work with the Resource Development team to identify and secure funding to support Resident Services operations, including gathering stories and data to demonstrate the positive impacts of affordable housing and services and programs.
Work with the Chief Financial Officer to develop and track Resident Services budgets.
Collaborate with the Property Management Division to create and implement a shared vision and expectations for site management and customer care that centers the resident experience and intersectionality.
Identify, cultivate, and maintain external partnerships and collaborations with organizations and local communities that enhance and sustain culturally responsive resident services and programs at REACH properties.
Lead efforts to embed trauma-informed and anti-racist practices into REACH’s Resident Services strategies.
Community Builders Program
Lead and Manage the Community Builders program, including supervising, coaching, and supporting the Community Builders Program Manager.
Review and approve city contracts, proposals, and reports prepared by the Community Builders Program Manager and staff.
Provide guidance, advice, and support to Community Builders team members regarding customer service issues and serving and supporting clients through complex or escalated situations.
Collaborate with team members, supervisors, and Directors from other REACH Departments to support the Community Builders team on technical or capacity issues.
Evaluation and Reporting
Work with the Resident Services and Community Builders teams to develop and track outcome measures for all services and programs.
Document program implementation with regular written reports. Evaluate program outcomes against goals.
Oversee record keeping, ensuring compliance with external program requirements, and serve as primary liaison to HUD for ongoing reporting on resident services provision.
Conduct periodic evaluations of programs and suggest program realignment.
Anti-Racism, Equity, and Inclusion
Work to actively advance REACH’s efforts toward being a more equitable, inclusive, and actively anti-racist organization. This includes but is not limited to:
Modeling a responsibility to learn, unlearn, and unpack your privilege, biases, phobias, and isms.
Speaking about race, dominant culture, white supremacist ideology, and structural racism both inside and outside the organization.
Listening and learning from the experiences of those with intersectional identities on your team and throughout the organization to identify organizational power differentials and change them by exploring non-dominant strategies and leadership models.
Using an equity lens-based process to identify vendors, partners, and consultants committed to race equity, inclusion, anti-racism and reflect organizational values.
Setting and communicating goals around diversity, equity, inclusion, and active anti-racism across all programming.
Supporting long-term commitments to policy change based on racial disparities inside and outside the organization.
Recognizing REACH residents as stakeholders, leaders, and assets to the work.
Qualifications
A minimum of two years of program management experience. At least two years of supervisory experience. Experience serving communities in a social service, health, housing, or community development role. Experience and knowledge of trauma-informed practices. Must have a valid driver’s license and valid liability insurance. Must be able to pass a pre-employment background check.
