Perform civil design calculations, prepare sketches, and similar technical work. Provide quantity calculations to prepare preconstruction cost estimates for rail/transit projects. Provide Construction Phase Services, including review of Contractor submittals and requests for information based upon field conditions. Collaborate with leadership, project teams, and stakeholders to improve processes and develop documentation to support project needs in the development of Technical Provisions and Specifications for Construction. Apply knowledge of industry standard specifications formats, including the Construction Specifications Institute (CSI) Master Format, and NJDOT Standard Input format. Develop standard specifications for transportation agencies including the New Jersey Department of Transportation (NJDOT), NJ TRANSIT and Amtrak; elicit detailed information from engineering discipline subject-matter experts (for example, civil, structural, geotechnical, electrical and mechanical engineers). Create CPM schedules utilizing Primavera P6 and/or Microsoft Project to support development of design and construction schedules. Provide Project Controls, reviewing and preparing design schedule updates and progress reporting.

REQUIREMENTS: Bachelor's Degree or foreign equivalent in Civil Engineering, Construction Engineering and Management or related field and 5 years of work experience in job offered or closely related Engineering occupation.
SPECIFIC SKILLS:
Expertise/ knowledge of: Construction engineering principles, practices, industry standards and methodologies encompassing: codes and regulations, construction management, construction materials and techniques, quality control and assurance, value engineering, and Building Information Modeling (BIM). Interpreting technical specifications, engineering drawings, and other contract documents for construction projects. Standard construction contract practices including: contract types, change orders, progress payments, subcontracting, and retainage. Construction project planning, scheduling, monitoring progress, value engineering initiatives, cost control, and cash flow projections. Critical Path Method (CPM) scheduling utilizing Primavera P6 and Microsoft Project to support development of design and construction schedules. Railroad infrastructure project, track construction and a solid understanding of railroad engineering principles, industry standards, and regulations. Industry standard specifications formats, such as Construction Specifications Institute (CSI) Master Format, AREMA and AASHTO.
