The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County. The department also oversees operations at the city’s animal shelter, Indianapolis Animal Care Services.
Job Summary
The City of Indianapolis proudly hosts some of the largest, most compelling world-class attractions and events. The Program Manager: Special Events position is responsible for the direct oversight and management of permitting for all special events, including prominent events such as the Indy 500 Parade, Circle of Lights, Indy Pride, Indiana Black Expo, the Indiana State Fair and civic-sponsored events designated by the Office of the Mayor. This role provides key oversight and coordination for hundreds of events annually which positively impact the residents, visitors, and overall economic impact to the City. This position requires a high degree of independence, professionalism, independent judgment and problem solving to ensure these highly publicized events are permitted efficiently and successfully.

- Acts as the City's Special Event permitting and process subject matter expert.
- Attends regular coordination meetings with partner agencies and external stakeholders such as Department of Public Works, Indianapolis Metropolitan Police Department, Indianapolis Fire Department, Indianapolis Cultural Trail, Indy Sports Corp, Visit Indy, Downtown Indy, and others. Incumbent may be facilitator of these meetings, especially when coordinating with internal City/County partners.
- Strategizes with internal and external partners on placemaking opportunities, including activating public spaces such as Monument Circle, Georgia Street, and Lugar Plaza.
- Coordinates with neighborhood leaders and local event planners for smaller permitted events such as neighborhood block parties, runs and bicycle races, and parades.
- Required to respond to time-sensitive event questions, issues, and applications thoroughly and, at times, with short notice.
- Represents the Department and City by serving on the Events Advisory Board.
- Proactively works to educate business owners in concentrated event areas of their responsibilities and opportunities during events.
- Coordinates with DBNS Enforcement teams on zoning enforcement needs for large events, as well as IMPD.
- Ensures adherence to applicable codes, ordinances and regulations.
- Identifies and develops methods to improve Special Event review and coordination processes.
- Incumbent is responsible for providing recommendations for relevant ordinance updates as needed.
- Staff supervision required.
