    As a Physical Scientist, you will perform the following duties:

    • Leads the Center for Satellite Applications and Research (STAR), community radiative transfer model (CRTM), and Data Assimilation Science teams and provides technical leadership for federal staff and non-federal affiliates. Leads investigation of possibilities and needs related to the use and implementation of satellite hardware and software systems.
    • Plans, develops, and conducts research and development on the implementation of satellite measurements from applicable missions, with a focus on improving capabilities and performance of the community radiative transfer model (CRTM) including research on artificial intelligence (AI), conducting experiments to enhance data assimilation, and providing expert guidance and representation in the field of radiative transfer modeling and satellite data utilization. Plans, develops, and conducts data assimilation experiments, including Observing System Simulation Experiment (OSSE), and Observing System Experiment (OSE).
    • Provides expert advice and support to scientists, software developers, engineers, and officials in the field of radiative transfer modeling, satellite retrievals and data assimilation. Represents the office to facilitate the sharing and use of satellite products and applications with other federal, state, local, and international entities.

    Note: These duties are described at the full performance level of the ZP-4; The ZP-3 is developmental leading to such performance.

    This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

    The ZP-03/04 is equivalent to the GS-11/13.

    To qualify for the 1301 series:
    BASIC REQUIREMENTS: This position requires applicants to meet the Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with an application package. You MUST meet one of the following basic education requirements:

    A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    OR

    B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    To qualify at the ZP-3 or GS-11 level:
    In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service.
    • Using atmospheric radiative transfer models such as Community Radiative Transfer Model (CRTM) or Radiative Transfer for TOVS (RTTOV)
    • Contributing to the integration of instrumentation or spectral data into radiative transfer models
    • Assisting in conducting satellite data assimilation experiments to improve the performance of weather and climate prediction models.
    OR

    SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

    Note: Only graduate education in excess of two years is qualifying for combination.

    To qualify at the ZP-4 or GS-13 level:
    In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service.
    • Participating in the planning and development of new capabilities for the community radiative transfer model (CRTM) to support.
    • and improve the assimilation of satellite data and physical retrieval skill.
    • Utilizing project management skills to develop objectives and performance measures for projects.

    Education
