  • Duties

    • Demonstrates soil quality assessment techniques to NRCS personnel, other agency staff, partners and producers with emphasis on agronomic, range and soil biology aspects of soil health.
    • Provides training to customers on soil quality, soil health, evaluation and proper use of soil and plant resources, and the application of soil survey information that is both ecologically and economically sound throughout the state.
    • Assists in the maintenance of Field Office Technical Guide with items such as state quality criteria, assessment tools, standards and specifications, cost lists and other references.
    • Gathers soils, crop and range information and determines the impact that long-term management has had on soil quality.
    • Develops and delivers soil educational information to the public through workshops, demonstration sites, brochures, Internet, and other means.
    • Investigates and evaluates special soil problems, such as salinity and sodality, and assists landowners in methods to alleviate them.
    • Works within a team concept to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

    Basic Education Requirement:
    Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science;

    OR

    Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

    Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils.

    Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work.

    In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

    Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include professional knowledge of agronomy, geology, biology, forestry, and engineering to sufficiently integrate soils information into all discipline activities in order to coordinate soil and water conservation needs from a multi-disciplinary approach.

    Examples of specialized experience include:
    • Providing technical guidance and assistance in the inventory and evaluation, design and certification phases of ecological science conservation practices;
    • Performing site evaluations; doing site-specific data gathering and data comparisons; and developing interpretations for the complex soils, multiple land uses and programs, and diverse customers.
    • Identification of multiple needs for soil information; developing and guiding the use of soil, crop and range information to serve diverse uses with a minimum of conflict; and evaluating and applying ecological and soils related technology.

    Note: There is no education substitution for the GS-12 level.

    • Physical Demands: The work requires regular and recurring physical exertion related to field assistance trips, soil quality workshops, and on-site data gathering.     • Work Environment: Work is performed both in the office and in the field. There is frequent travel to provide assistance, training, and conduct field investigations and demonstrations. Work requires caution in the field when using soil probes, augers, and other field equipment. Precaution and safety consciousness is also required when in soil pits, walking rough terrain and wet areas, and working around power equipment such as probe trucks and backhoes. In the office, normal safety precautions are exercised, and the work area is adequately lighted, heated and ventilated. Caution must also be exercised where there may be a risk of physical harm.
