    The Director of Community Services and Quality Assurance oversees all community services programs provided by Harc, including but not limited to Individual Home Supports, Community Companion Homes, Respite, and Recreation. This position ensures that Harc remains on the cutting edge of service delivery, develops services innovation, builds positive community relationships and resources, and ensures Harc’s overall mission is pursued. The Director leads the community services team and ensures that people supported by Harc lead lives of quality, inclusion and dignity by building and supporting the team to help people build a great life.

    The Director leads and guides a team of dedicated staff members, providing specialized training and ensuring best practices in working with individuals with intellectual disabilities. Leadership and communication skills will be instrumental in fostering a supportive and enriching environment for both participants and staff. The Director will assist the community services programs' budget, staffing and operations.

    Key Responsibilities:

    Program Management:

    • Supports Harc in advancing its mission by supporting its community and governmental advocacy efforts; demonstrating cutting edge service delivery and supporting activities that promote Harc’s financial stability, including supporting Harc fundraisers
    • Leads the Community Services team to provide meaningful and dignified supports while promoting independence under the Direction of the Senior Director.
    • Promotes a person-centered environment, coordinating and implementing comprehensive supports and programs necessary to promote a life of quality, inclusion, and dignity for each person supported.
    • Ensures the highest degree of health, safety and cleanliness in all programs.
    • Promotes innovative community opportunities for people with intellectual disabilities including the development and expansion of programs.
    • Assists the Senior Director to manage the programs within budgetary guidelines and ensure smooth day-to-day operations.
    • Maintains quality assurance of program activities across all areas.
    • Analyzes data to evaluate participants’ progress in various skill areas.
    • Provides input and support at Individual Plan (IP) program reviews and participate in the Utilization Resource Review (URR) process when needed.
    • Guides progress toward organizational goals and objectives, including the Strategic Plan and Continuous Quality Improvement Plan (CQIP).


    Person-Specific Support and Development:

    • Ensures the completion of person-specific paperwork and ensure the effective implementation of each person’s Individual Plan program goals and action plans.
    • Oversees the valuate individual activity plans in various skill areas, such as communication, activities of daily living, social awareness and development, volunteerism, sensory input, physical restoration, and leisure skills.
    • Collaborates with therapeutic staff to implement effective teaching strategies that align with participants’ learning styles.
    • Provides counseling support to individuals as needed, teaching appropriate coping strategies for social and vocational situations.
    • Ensure that each person remains eligible for the supports and services they need to live their best lives and make informed decisions about their finances.


    Staff Management and Training:

    • Hires, directs, supervises, and instructs staff in best practices for working with individuals with intellectual disabilities.
    • Provides specialized training to staff on various topics to enhance their skills and expertise.
    • Conducts and documents staff meetings, fostering a positive and collaborative team environment.
    • Implements Harc's guidelines for staff supervision, performance management, and provide progressive discipline when necessary.


    Resource Management:

    • Ensures availability and proper maintenance of instructional materials, supplies, and equipment required for program activities.
    • Understands and provides input as required on the program budget, collaborate with supervisor to monitor the budget of the program, and manages resources efficiently.
    • Monitors sources of income and prepares grant/fee applications and follow-up reports required by various funding sources. Prepares cost reports as necessary with the Chief Financial Officer under the guidance of the Senior Director.
    • Assists Senior Director to ensure appropriate funding for individuals supported by Harc to ensure that their support needs are met.
    • Participates and encourages participation in organizational advocacy efforts to affect funding and systemic change.

    Compliance and Reporting:

    • Upholds compliance with DDS licensing regulations and Quality Services Review (QSR) requirements, auditing standards, and Harc quality assurance requirements.
    • Advises Senior Director of current on issues and trends in the field, including local, state and federal regulations and statutory requirements.
    • Maintains up-to-date training commensurate with the position to ensure adherence to relevant regulations.
    • Assists Senior Director to complete and ensure compliance with all departmental reporting requirements both internally and to external stakeholders in a timely manner.


    Safety and Well-being:

    • Prioritizes the health, safety, and well-being of program participants, ensuring a secure and supportive environment.
    • Provides on-call support and guidance for the managers of the programs and staff in the absence of the manager.
    • Provides direct participant support in the event of inadequate staffing levels or work stoppage (strike).

    • Compliance and Regulatory Knowledge: In-depth understanding of regulatory requirements in the developmental services field, including compliance with DDS, DSS, and other relevant agencies.
    • Resource Management: Proficient in efficiently managing resources, ensuring the availability of necessary materials and equipment for program activities.


    Qualifications:

    • Bachelor’s degree in business, psychology, or relevant degree; Master’s in related field is preferred.
    • Minimum of 5 years of experience in a management role, ideally overseeing DDS programs in a nonprofit organization.
    • Exceptional organizational abilities to manage and oversee the day-to-day operations of the program effectively.
    • Proficiency in Microsoft Office Suite, Google Suite, ADP, Therap, and various software and databases.
    • Must be able to obtain and maintain a Department of Developmental Services Medication Administration Certification card.
    • Attend agency-wide events and fundraisers.
    • Valid driver's license and reliable transportation.
