    JOB SUMMARY

    Under general supervision of the Public Works Director, this position is responsible for managing the engineering department in the development and implementation of Public Works projects and the stewardship of City infrastructure working towards a sustainable future. This position supervises members of staff in the engineering division.


    QUALIFICATIONS

    Required

    • Graduation from college with a degree in civil engineering, construction management, business or closely related field
    • Minimum of 8 years of experience as a practicing manager in an engineering field
    • Valid Washington State Driver's license and ability to maintain a driving record acceptable to the City's insurance carrier

    Preferred

    • Preferred Master of Science Degree in a related field
    • 8 years of experience in a management and/or supervisory role
    • Work experience in municipal engineering or consulting engineering for governmental clients

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Employee shall meet all requirements of groups A, B, and C, a minimum of 10 of group D, and a minimum of 8 of group E of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for Deputy PW Director/Engineering Services Manager.

    • Oversees and manages the engineering team including staff coordination, budgeting, supervision, strategic planning and other administrative functions
    • Supports City departments as an internal service provider
    • Works closely with the Planning and Community Development Department associated with long range planning and permit processing associated with engineering review
    • Implementation of public works capital projects including project planning, scheduling, cost estimating, public participation programs, preparation of design plans and specifications, construction related activities; and other aspects of public works projects
    • Works with consultants performing planning and design work for the City
    • Performs permitting work associated with projects and maintenance activities
    • Prepares and update utility master plan documents
    • Develops financial analyses to assist in policy development and decision making
    • Facilitates updates to the utility rate models
    • In cooperation with the Public Works Director, develops policy reports and recommendations for public works and overall City functions
    • Serves as back up to the Public Works Director when requested
    • Prepares plans and specifications for small works projects
    • Assists in prioritizing projects and in implementation of the City's CIP
    • Prepares reports as required for state and federal aid projects
    • Participates in state and federal audits, as needed
    • Attends City Council, City Planning Commission and other public meetings, as
    • Assists in the development of grant applications
    • Assists City crews and other City staff by providing engineering regulatory guidance in the operation, maintenance and repair activities for the City's
    • Prepares written and verbal reports
    • Researches citizen complaints and concerns relating to Public Works activities and answer technical questions and provide information to the public
    • Reviews development projects for consistency with public works standards and compliance with codes and regulations
    • Assists in reviewing and updating the City's codes, regulations and design details as they relate to infrastructure
    • Provides technical assistance and consult with other departments regarding engineering functions and utilities
    • Participates in the engineering team to maximize efficiency and effectiveness
    • Provides support of other divisions and departments during emergencies
    • Assists with establishing and implementing appropriate safety programs for staff and equipment

    • Perform development review under the supervision of a registered engineer (N/A for registered engineers)
    • Ability to inspect and perform material acceptance of heavy civil construction projects
    • Ability to work with and coordinate with peers in related fields such as designers, architects, contractors, and engineers
    • Ability to develop reports and provide dashboard type reporting

    • Ability to lead registered engineers in the preparation of engineering analysis and reports
    • Ability to interpret and implement Federal, State, and City laws, policies, and standards
    • Ability to orchestrate staff to perform traffic analysis and compliance with the MUTCD including application of engineering judgement based on research and/or field studies
    • Ability to lead and orchestrate stormwater analysis and design
    • Ability to lead and orchestrate development review and address engineering challenges with developer's engineers.
    • Ability to lead and orchestrate water, sewer, and stormwater system designs
    • Ability to lead and orchestrate roadway geometrics and grading design
    • Ability to orchestrate the development and implement engineering standards, policies, and procedures
    • Ability to perform construction management
    • Ability to develop special provisions and contract documents (outside of the professional engineering licensing requirements)
    • Ability to perform contract management for small capital projects at a complexity fitting with experience levels
    • Ability to work effectively with the public on complex infrastructure issues.

    WORKING CONDITIONS

    This position requires being in the office the majority of the time with occasional work outdoors during all types of weather; office work will require working at a desk for extended periods of time behind a computer and attending meetings; occasional in-person night meetings will be required; outdoor work may include field investigations, inspection, and observation of construction; vision and hearing at level required to perform essential functions (may be corrected); and a full range of motor skills.
