    Job Summary


    The DNR is currently seeking one (1) Unlimited Full Time Communications Specialist 3 in St. Paul, MN. This position has flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.

    This position exists to expand the Parks and Trails Division’s (PAT) digital media reach, raise awareness of and increase participation in PAT’s outdoor recreation opportunities, and build loyalty to the Minnesota State Parks and Trails brand. This position will advance DNR’s diversity, equity, and inclusion goals by expanding outreach to diverse communities and better connecting all Minnesotans to the outdoors.

    Responsibilities include:

    • Managing PAT’s social media channels.
    • Developing PAT’s social media strategy, creating content to fulfill that strategy.
    • Manage a budget for social media advertising.
    • Develop performance metrics and use social media analytics to evaluate PAT’s social media performance and adjust content strategy to optimize impact.
    • Monitor social media trends and advise on new techniques or platforms to increase PAT’s reach.
    • Develop and maintain PAT’s web content and improve information systems that support digital media content.
    • Serve as PAT’s accessibility coordinator and ensure PAT staff adhere to state and federal laws related to electronic accessibility.
    • Ensure PAT adheres to social and digital media policies and procedures and provide guidance or direction on social and digital media best management practices.
    • Coordinate closely with team members in the Integrated Public Relations Unit to ensure a cohesive approach to PAT’s communications, work with division staff to advance PAT outreach and communications goals.
    • Collaborate with department communications staff to ensure effective internal and external coordination on DNR communications needs.
    • Ensure social media content showcases the DNR's commitment to diversity, equity, accessibility, and inclusion.

    Qualifications

    Minimum Qualifications

    • Three (3) years of experience performing analysis, exercising judgement, and relying on specialized knowledge of social media content and platforms. Bachelor degree may substitute for one year of experience.
    • Demonstrated ability to express thoughts, and ideas to others in a clear and concise manner and explain technical subjects in basic terms to uninformed audiences.
    • Demonstrated ability to motivate internal and external partners to collaborate in development and timely implementation of coordinated communication and outreach plans, including but not limited to Parks and Trails program staff and supervisors, all DNR divisions and regions, Commissioner’s Office, and Governor’s Office.
    • Demonstrated experience assessing and applying communications technologies and methodologies in social media, digital content, graphic design, behavior trends, visual aids, and other areas sufficient to be able to further knowledge of and influence behavior related to natural resource systems.
    • Skills in writing, editing video, and photo editing, photography, and graphics to develop social media content, web content, videos, GIFs, and other digital communication products.
    • Knowledge of social media content strategy sufficient to build and execute a social media strategy that prioritizes divisional communications priorities while engaging audiences and providing timely, relevant information.
    • Demonstrated ability to apply communications best practices including writing, editing, communications planning and implementation, goal setting, and reporting.
    • Coordination skills to keep multiple levels of planning and logistics on schedule.
    • Demonstrated ability to form relationships and influence decision-making, to work with diverse groups who have divergent ideas and help them identify and take action toward a common goal.

    Preferred Qualifications

    • Master's degree in communications, strategic communications, or closely related field.
    • Experience working in or with local, state, or federal government.
    • Experience in qualitative and quantitative analysis sufficient to establish a system of measures and evaluate communication project results and to critique the analytical methods and results.
    • Experience implementing and supporting a new digital media channel for a large organization.
