    This position is in the Office of the Assistant Secretary for Administration and Management (OASAM) the Office of the Chief Information Officer (OCIO) OCIO is a client-based agency providing a managing a full range of product and service lines which store, maintain, and operate, all software and hardware that comprises the DOL Enterprise Architecture.

    As the IT Project Manager/Branch Chief, the incumbent through a subordinate staff is responsible for the development, implementation, and/or evaluation of systems and services related to computer, network components, peripheral equipment software, firmware, services, and/or related services. The incumbent directs multi-year IT projects through subordinate staff, and other assigned staff from other offices in the Division. As IT Project Manager, the incumbent:

    • Directs subordinates in the operation, maintenance, and disposition phase of existing systems.
    • Works with program officials to identify information systems requirements. Develops project plans, project schedules, resource estimates and cost estimates.
    • Ensures that projects stay within the project agreement for scope, schedule, and budget goals and identifies and implements changes to meet those goals.
    • Supervises IT specialists and other staff who represent various specialties and is responsible for the allocation of resources and assignment of work.
    • Supervises software development life-cycle teams whose work includes the development of new processing systems and the operation and maintenance of production systems.
    • Initiates and manages the investigation and evaluation for the selection of tools and methods for improving productivity and software quality throughout the life cycle.
    • Makes major contributions to program and project office-wide initiatives and policy decisions to improve IT methodology, system operations, and organization effectiveness.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Qualifying specialized experience for GS-14 includes:
    • Applying experience with systems in various programs for applications, system development, and information management (e.g., Java, .NET, cloud services, etc).
    • Experience with software engineering theories, concepts, practices, and agile project managements methods (e.g., Agile/Scrum).
    • Experience in managing networks, data, and software; supporting business functions; overseeing IT transformation and enterprise architectures; engaging with clients; and enforcing protocols and standards.
    • Experience with low-code platforms such as Appian, Salesforce, Outsystems, etc.

    In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below:

    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
