POSITION SUMMARY: YouthCare’s Director of Program Quality & Impact (PQI) will lead a team that delivers the analytics, results measurement, and learning that underpin and continuously advance YouthCare’s mission and impact. Their work will directly focus on and contribute to the growth and development of the agency through helping YouthCare define, develop, and carry out continuous quality improvement strategies and new initiatives that promote excellence in program service delivery, that positively impact YouthCare’s financial performance on contracts, and supports achievement of the strategic objectives of the organization. This position will direct and oversee all aspects and functions of quality assurance, contract compliance, and maintenance of YouthCare’s accreditation standards.
The Director of Program Quality and Impact and their team set the tone for continuous improvement, while developing and maintaining compliance systems and evaluation strategies to monitor overall programmatic performance and determine the need for improvements. A priority goal for this position will be to drive YouthCare toward consistently using existing expertise, history, and data to make informed decisions and guide strategy for efficient and effective programming to best meet the needs of youth and young adults experiencing homelessness.
The Director of Program Quality & Impact is part of the organization’s leadership team and reports to the Chief Program Impact Officer. This position will supervise the Performance, Quality & Improvement/Training Manager, Data Analyst, and the Associate Director of Systems, Quality & Impact. They will direct and lead the continuous program quality and impact work of YouthCare’s Program Directors and partner across YouthCare’s functional departments to help develop a culture of continuous learning and quality improvement for meaningful impact.

· Lead YouthCare’s Performance, Quality Improvement program. Ensuring regular evaluation of compliance, outcomes, satisfaction, and learning. This position will lead to the creation of the quarterly PQI Report (Performance, Quality Improvement) and impact reports. The Director of PQI will also play an integral role in coordinated contract audits.
· Ensure YouthCare’s service delivery policies and procedures, as well as contractual agreements, are being followed by all department members and that the organization's messaging and behavior reflect the rules and regulations of YouthCare, including its licensing and accreditation standards.
· Together with Program Directors, lead implementation of new funding contracts, ensuring understanding, compliance, and reporting systems.
Program Strategy and Implementation
· Integral in the strategic design and evolution of programming at YouthCare. Inform fundraising and contract procurement teams on strategic vision, outcome and output design and integration of services at YouthCare.
· Lead implementation process of new funding contracts, bringing together all functional and programmatic departments to understand terms of funding contracts.
· Attend and assist your team members with contributing to our DEI&J culture by creating at least one SMART Goal related to DEI&J within their control to deliver.
· Lead at least one check-in each month with each team member to review SMART Goals, Values, and DEI&J commitments to be set up for success at the mid-year performance review. Additionally, recognize and provide positive feedback for all accomplishments.

QUALIFICATIONS –
MINIMUM REQUIREMENTS:
· Bachelor’s Degree in relevant field of study or an equivalent combination of education and relevant work experience.
· Possess five or more years of supervisory experience or a strong history of effective leadership and management experience.
· 3-5 years’ experience leading outcomes and performance improvement initiatives, including process improvement and development of corrective action plans and tracking.
· Demonstrated experience with programmatic compliance or regulatory process implementation, including ability to read, analyze, and interpret regulations, guidelines, and standards.
· Demonstrated ability to efficiently and effectively manage a large volume of work, be organized and detailed, successfully multi-task and complete assignments on short notice with tight time constraints and meet deadlines; and provide responsive customer services to internal and external stakeholders at all levels.
· Demonstrate professionalism through a positive and cooperative attitude and by maintaining the confidential and proprietary nature of client/staff relationships and related work products.
· Demonstrate ability to work directly with Senior Management and all other personnel to build consensus, establish confidence, communicate effectively, and contribute to a positive work culture.

· Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.
PREFERRED REQUIREMENTS:
· Master Level Degree in Public Administration, Business, Accreditation Certifications, or related field.
· 5 or more years of experience working in the field of human services or related field focused on accreditation, contract compliance and quality assurance management and reporting, and critical procedures for training teams and supporting a culture of continuous quality improvement.
CONDITIONS OF EMPLOYMENT:
·Must be able to provide I-9 supporting documentation for employment.
·Ability to provide a negative TB Test (results must be within one year of hire date).
·Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver’s License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3 years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
·Successful completion of pre-service training courses as required by contracting agencies. Training such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
