Reports to - Finance Secretary
Supervises - Payroll, Accountants, Serenic Administrators and Data Processing Clerks
Status - Exempt
Schedule - Full time, normally 8:30 - 4:00, Monday - Friday and as needed
Function - Responsible to the Divisional Finance Secretary for all phases of the Divisional Accounting and Payroll Systems
Responsibilities
DUTIES:
- Supervises accounting personnel with the Finance Department, as listed above. This includes job performance, as well as monitoring benefit days and annual employee evaluations.
- Coordinates the preparations of all Divisional Annual Budgets, with Department head input for submission to Command Finance Council for approval prior to submission to Territorial Headquarters.
- Distribution of monthly financial reports to accountants and department heads.
- Distributions of monthly Trust reports to Divisional Headquarters and field managers (Corps Officers).
- Prepare financial statements, in keeping with GAAP standards, for any location needing the statements for various funding sources.
- Supervise fiscal closing procedures to validate that all entries are entered to insure proper closing balances for the fiscal year.
- Serve as the liaison to Territorial Headquarters for the preparation and submission of the consolidated finance statements and all supporting schedules.
- Supervises the preparation, and review and sign all journal entries, billings to subsidiary units, debit memos, and credit memos for accounting system processing.
- Review and sign bank reconciliations prepared by city accountant and staff accountant.
- Serve as the liaison with external auditors throughout the Division to insure conformity with Territory Headquarters guidelines.
- Supervises the Territorial Headquarters audit process including the preparation of work papers by finance personnel and other staff.
- Review and analyze the monthly financial reports for Divisional Headquarters and Trust accounts. Review concerns with department heads as needed.
- Monitor daily cash balance.
- Monitor AP/AR for DHQ and Cincinnati City activities to insure payment of all invoices and time lines of the billing process.
- Supervise the preparation of all invoices and reports as required by Governmental funding agencies for Cincinnati City activities.
- Process withdrawal for field locations and Divisional Headquarters for all monies held at Territorial Headquarters.
- Process deposit advice forms for all monies sent to Territorial Headquarters from field locations and Divisional Headquarters, including sales of property.
- Prepare Form 990 income and balance sheet information for units requesting this information.
- Serve as liaison for banking relationship with Fifth Third Bank and Bank of America.
- Prepare reports as needed for leadership.
- Provide support to Finance department staff, field locations, Divisional Headquarters with general accounting matters.
- Assist in the conducting of seminars and other teaching process in improve the quality of record keeping, understanding of reporting requirements and quality of accounting personnel.
- Serve as an assistant auditor within the SWONEKY Division and assist with audits as requested.
- Prepare special analysis/reports as requested by the Divisional Finance Secretary.
- Service as a member of the Command Finance Council.
- Other duties as directed to maintain the smooth operation of the Finance Department.
Qualifications
QUALIFICATIONS:
- Masters Degree in Accounting -OR- Bachelors Degree with CPA Certification -OR- equivalent experience.
- Proficient knowledge of accounting, spreadsheet and word processing software.
- Knowledge of Salvation Army accounting system (Microsoft Dynamics NAV aka Serenic).
- Analytical ability.
- Self motivated.
- Must maintain a high level of confidentiality.
- Experience in supervision of financial staff.
- Ability to embrace the mission of The Salvation Army.
