Security Specialist administers, coordinates, and evaluates security programs that support the strategy, policies, and standards established for the physical safety of all visitors, employees, or customers to the organization's facilities and the security of property and assets. Compiles data and analyzes results of audits, inspections, daily logs, and incident reports to assess security vulnerabilities, measure program effectiveness, and identify the need for additional resources. Being a Security Specialist coordinates any required security clearance processing or investigative research for employees or job candidates with applicable entities. Assists with the development of training, education programs, and communications on security policies and topics to ensure staff is prepared for potential security issues, crisis response, disaster recovery, evacuation, workplace violence, and other emergency events. Additionally, Security Specialist monitors communications and stays informed about local, state, provincial, or federal security-related information, directives, and events.   • Duties

    Typical work assignments include:

    • Serves as the principal advisor to executive level FSLTT and private sector officials on security and resilience policies, inspections/assessments, and measures to protect nationally and regionally significant critical infrastructure.
    • Provides expert planning, analysis and consultation to owners and operators of critical infrastructure that directly influence the development and implementation of policies, procedures, and activities within state and local government and private sector operations to improve security and resilience.
    • Leads the DHS effort in developing strategies to identify and inspect/assess key critical infrastructure through high level coordination with FSLTT executive level officials responsible for critical infrastructure protection.
    • Develops, directs and conducts analyses and evaluative studies through inspections/assessments, and reviews and interprets application of new homeland security directives and program changes on infrastructure security and resilience.
    • Identifies requirements for developing new, and enhancing existing, IP resources, products, inspections/assessments, analyses and initiatives, and the use of the CISA/ISD suite of tools and methodologies based on customer requirements and new developments encountered.
    • Plans, coordinates, and conducts complex physical and cyber critical infrastructure security and resilience inspection/assessment activities, including the generation of Protective/Resilience Measure Indices based on industry standards, identifying vulnerabilities, and presenting recommendations to corporate executives to mitigate risk.
    • Serves as a technical authority with regards to findings and recommendations from these inspections/assessments, which have a direct influence on investment decision-making for facility security and resilience enhancements.
    • Coordinates and leads the investigation of critical infrastructure lifeline dependencies, both physical and cyber, with FSLTT officials through conducting interviews, gathering data, and analyzing the results to identify points of failure, interdependencies and possible cascading effects.
    • Leads and develops complex, three-year-long, multi-sector Regional Resilience Assessment Program (RRAP) projects that examine physical and cyber resilience and inform long-term DHS, CISA and ISD strategic goals, as well as national policy.
    • Engages and persuades high-level FSLTT, to include federal interagency partners (Departments of Commerce, Treasury, Energy, Defense, etc.) and private sector officials to commit resources and participate in RRAP projects that will inform long-term security and resilience policy, procedures and investments at the national, state and local level.

    To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

    You qualify for the GS-13 grade level, if you have:
    EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:

    • Provides expert planning, analysis and consultation to owners and operators of critical infrastructure that directly influence the development and implementation of policies, procedures, and activities within state and local government and private sector operations to improve security and resilience.
    • Expert ability, to organize, and conduct inspections/assessments, surveys and analyses of critical assets, systems, and facilities to develop measures and influence adoption of such measures by the asset owner to enhance overall infrastructure security and resilience capabilities.

      • ACTIVE DUTY SERVICE MEMBERS: If applying based on eligibility under the Veterans Opportunity to Work (VOW) Act, you must submit certification from the Armed Forces that you will be discharged or released from active duty within 120 days from the date on the certification.       • SF-50 "Notification of Personnel Action'', documenting your RIF separation, noting your position, grade level, and duty location, and/or Agency certification of inability to place you through reemployment priority list (RPL), etc.;
      • Latest performance appraisal including your rating; AND
      • Any documentation from your agency that shows your current promotion potential.
    • CURRENT OR FORMER POLITICAL SCHEDULE A, SCHEDULE C, NON-CAREER SES OR PRESIDENTIAL APPOINTEE EMPLOYEE: Submit a copy of your applicable SF-50, along with a statement that provides the following information regarding your most recent political appointment:
      • Position title;
      • Type of appointment (Schedule A, Schedule C, Non-career SES, or Presidential Appointee);
      • Agency; AND
      • Beginning and ending dates of appointment.
    If you do not provide all required information, as specified in this announcement, your application will be determined incomplete, and you will not be considered for a position.

    Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
