The incumbent works with the financial management team in the Business Systems Group, Product Division Managers, and other FAA Logistics Center financial staff members to analyze and interpret and develop detailed financial reports. Deciphers financial situations to provide pertinent financial information to the Logistics Center business decision making process. Makes recommendations on financial management issues and provides sound advice to product division managers and operating officials based on sound professional accounting principles, franchise fund appropriation law and financial management practices in accordance with generally accepted accounting principles and under the limited direction of a manager or more experienced professional.
Applies supply chain and/or cost accounting experience and advanced knowledge performing financial studies relating to the operation of the Logistics Center supply chain business; analysis and evaluation of financial proposals, analyzing operating costs and program effectiveness in support of supply chain operations, based on labor cost, shop production capability, revenue, and other operational elements. Is responsible for the preparation, analysis, interpretation and creation of FAA Logistics Center and Product Division financial reports. Provides analysis and support to Product Division managers for best utilization and reprogramming of financial resources during the current and out years. Maintains financial tracking systems, analyses full set of financial statements, ensures document accuracy and validity, resolves discrepancies in accounting data as requested and identifies trends and problems areas which are indicative of inefficient resource utilization. Completes necessary trend and historical analysis to support recommendations. Prepares account reconciliations, confirms utilization of service order funds and cost recovery, and closes service order and part agreements, maintains project and task database, performs fund certification of purchase requests, is focal point for PRISM inquiries, performs reclasses for purchases orders in Delphi.
Prepares performance and financial charts for review by division managers and other top- level officials and customers. This includes analysis and understanding of changing sales trends and gross margin yield strategies. Reviews FAA Logistics Center past and future expenditures and capital investments. Utilizes and understands relevant financial modeling tools and techniques to provide appropriate assistance. Provides planning and construction of performance measures that include both operational and financial objectives of the Product Groups.
Utilizes accounting experience to gather relevant financial data and transactions to prepare and submit monthly journal entries for recording revenue, cost of sales, expenses, inventory balance adjustments and other financial adjustments and accruals. Demonstrates considerable independence in providing continual financial management knowledge/education for the Logistics Center management team and employees. Continually monitors processes for improvement opportunities and submits recommendations to management.
Carries out the majority of his or her duties and responsibilities on own initiative and is responsible for understanding proprietary and budgetary financial statements and identifying important trends or areas for follow-up analysis and can have a significant bottom line impact. May assist in developing and recommending solution to financial issues.
Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Resolves most problems and work issues without the assistance of a manager or more experienced professional. Refers problems to managers and more experienced professionals that require their attention.
To qualify for this position at the FV-H (FG/GS 12) Level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-G, (FG/GS 10/11) grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
SPECIALIZED EXPERIENCE includes: experience in preparing trend and historical analysis to support recommendations; analyzing, interpreting and developing detailed financial reports; use of commercial and governmental financial metrics and practices; demonstrate understanding, use, and application of a variety of software i.e. spreadsheet, database, graphics and word processing.

Quality Ranking Factor (QRF): Well qualified candidates will possess experience in accounting with knowledge of Federal Appropriation Law and Revenue/Expense Recognition within a Franchise Fund/Fee for Service operational environment within their resume.
