    • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
    • The duties may include, but are not limited to: Issues timely, cost effective and accurate export documentation to exporters of dairy based products.
    • Participates in establishing and carrying out Agency policies and program objectives relating to the exportation of dairy and dairy products.
    • Reviews export certificates for compliance with existing policy and foreign import requirements.
    • Provides instructions on export requirements and changes to the requirements to all field personnel and assures uniform applicability of such requirements.
    • Serves as liaison with field and headquarters personnel on export certification program issues and advises internal and external customers on applicable laws, rules and regulations.
    • Assists in developing procedures and guidelines for headquarters and field offices in carrying out assigned administrative areas.
    • Prepares management reports, briefing materials, discussion papers, and procedures on highly complex dairy related issues.

GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).

    FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Reviews agricultural commodity customer application documents to verify all required information is complete and properly submitted.
    • Contacts customers to obtain any missing information or correct deficiencies.
    • Has knowledge of exporting agricultural commodities from the US into foreign commerce.
    • Processes export documents and reviews for inconsistencies and errors.
    • Communicating with customers regarding the export certification program.
    • Experience interacting with customers by telephone or electronically to answer questions regarding export of U.S. agricultural goods.
    OR .Master's or equivalent graduate degree in Agriculture, Business, Economics, Public Policy or related fields. OR Two full years of progressively higher level graduate education leading to such a degree.
    OR LL.B. or J.D., if related.

    Equivalent combinations of education and experience are qualifying for this grade level.
