Defense Policy Review Initiative (DPRI) is a United States Marine Corps (USMC) organization located in Oahu, Hawaii and Guam. DPRI is responsible for the management and oversight of building Marine Corps Base Camp Blaz in Guam. This program consists of over 100 MILCON projects that are being constructed in order to receive USMC forces relocating from Okinawa to Guam, based on a bilateral agreement between the United States Government (USG) and the Government of Japan (GoJ). In order to assist DPRI in executing its program responsibilities, DPRI requires non-personal, technical, and advisory support services in support of our Government Offices located in Oahu, Hawaii, and Guam.
Position Responsibilities:
The Master Scheduling task area will provide professional support services to develop, maintain, and control the Integrated Master Schedule (IMS) for the DPRI organization in Hawaii. Contract support will lead the program schedule analysis down to the project level to include Major Milestones, Deliverables, Critical Paths, Resource Management, Dependencies, and Schedule Variances.
• Serve as the subject matter expert in program scheduling and be able to propose process improvements that will benefit program management.
• Assess new information against planned and baseline dates, calculate critical path, calculate slack, and margin, and identify risks/issues/opportunities.
• Format Microsoft Project documentation in presentable form to include call out boxes, graphics, charts, etc. in support of product delivery milestones.
• Maintain accurate folders with supporting documentation required per the schedule basis document for any changes to a previous baselined version of the schedule.
• Assist the PMO and Team Leads in creating short-term schedules, monitor such schedules to determine impact on master schedule, and formulate actions to correct scheduling problems.
• Review the Schedule Basis Document and provide suggested changes and improvements that align with expert scheduling knowledge and best industry practices.
• Incorporate Resource and/or Cost Loading data into schedules as required.
• Consult with appropriate project managers and estimate project execution timelines to determine whether projects are on plan and what indicators can reveal this information.
• Monitor tasks on the schedule and ensure the appropriate documentation is collected for completion. If the scheduled task completion date has been missed determine the appropriate update required per scheduling best practices.
• Understand and apply practical application of agile methodologies combined with experience working with teams.
• Possess strong communication skills to reach and develop a cross organization network to help gather requested data for each schedule product.
• Possess strong note-taking and writing skills in order to accurately capture requirements, project status, and data elements that will need to be incorporated into the IMS.
