Definition: The Associate Superintendent serves as support to the Superintendent and individual schools by supervising the district's operational functions, including but not limited to human resources, policy and procedure, legal matters, and the day-to-day management of district operations.
Reports to: Superintendent
Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a complete listing of all functions and tasks performed by positions in the job class.)
Tasks:- Provides leadership in the development, revision, and implementation of policies and procedures for the school district and provide training on policy implementation.
- Plans, develops, and directs the implementation of goals, objectives, and procedures for the district Human Resources program.
- Oversees programs for recruitment, selection, evaluation, and retention of professional and support employees.
- Monitors personnel policies and practices including selection, classification, assignment transfer, and leave.
- Supervises the performance of the Director of Human Resources, Director of Community Schools, and the Response to Intervention (RTI) Coordinator.
- Coordinates Request for Proposals (RFP) process for employee benefits.
- Administers negotiated contracts and provides legal assistance for building principals and staff where appropriate.
- Serves as the district investigator and contact with legal counsel and the Arizona School Risk Retention Trust, Inc., regarding Equal Employment Opportunity Commission and Office of Civil Rights' complaints.
- Serves as the district liaison to immigration attorneys for securing work visas for foreign teachers.
- Provides oversight for evaluations of certified teachers, improvement and dismissal procedures, and evaluation appeals.
- Assists in the preparation and review of the district budget including salary and wage reconciliation and designing salary and wage plans for staff.
- Oversees student discipline policies and procedures and serves as the district's hearing officer.
- Monitors student enrollment and determines staffing needs across the district.
- Provides leadership for positive conflict resolution for schools, parents, students, and staff.
- Conducts and coordinates district-wide research and testing as assigned.
- Represents the district to federal, state and private agencies to request and secure educational grants.
- Supervises and administers the Title I/Read Strong Program and the Move on When Reading initiative, including the RTI programming.
- Oversees the Performance Award plan for the district and calculates annual award.
- Provides oversight and approval for Results Based Funding expenditures.
- Responds to the needs of the daily management of the schools.
- Performs other tasks and assumes other responsibilities as assigned by the Superintendent.
- Possesses a master's degree in education, Education Administration, or closely related field.
- Served as a principal or similar school-level administrative position for five (5) years or prior Assistant/Associate Superintendent or Superintendent experience.
- Holds a valid Arizona Administrative Certification (Standard Professional Superintendent, PreK-12, and Standard Professional Principal, PreK-12) from the Arizona State Department of Education.
Possesses deep knowledge of and experience with all functions of a PreK-12 public school district.
Has formal training in education and administration policies and procedures.
Demonstrates a knowledge of personnel and employment laws and regulations.
Experience in grant writing.
