Deploys internal controls, best practices, and strategies to identify process deficiencies and implement improvements. Being a Sarbanes Oxley Analyst gathers, analyzes, and consolidates data for required regulatory reporting to fulfill content and scheduling requirements. Supports external regulatory inspections and internal audits and may coordinate document reviews, protocol reviews, validation reviews, and training programs as part of auditing processes. Additionally, Sarbanes Oxley Analyst maintains and updates a knowledge base or information system of the financial regulations, required processes, and industry/regulatory agency standards that govern a business or a product.   • Duties

    • Performs budget formulation work involving preparation of detailed analyses of annual and/or multiyear budget estimates for assigned organizations/programs into a consolidated budget request.
    • Performs budget execution and administration wok involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
    • Provides advice, assistance, and guidance on budgeting and related information.
    • Researches and analyzes available factual information, trends in the cost of accomplishing specific work objectives, and/or budget information in unrelated documents for possible effect on program plans and funding.
    • Serves as Cost Center Manager (CCM) Program Manager and conducts budget-related training for functional contacts and/or program managers in assigned organizations.

    • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Specialized Experience: One year of specialized experience which includes preparing budget estimates for assigned programs, monitoring obligations and/or expenditures of an annual budget and utilizing automated systems to extract a variety of financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business, or Healthcare Management.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
