    GENERAL DESCRIPTION: Perform complex (journey-level) building maintenance and construction work. Serve as the primary caretaker of a state facility(ies). Work involves facilities maintenance and construction work, as well as grounds maintenance as dictated by seasonal needs, and custodial work. Assist in maintaining and repairing buildings, utility systems, and stationary equipment; operate motorized equipment; maintain custodial and other equipment. Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.

    ESSENTIAL DUTIES / RESPONSIBILITIES:

    1. Perform preventative maintenance and repair of building and/or stationary equipment involving carpentry, plumbing, mechanical work, masonry, painting, roof gutter, drains and storm drains, parking lots, roads, and sidewalks.

    2. May assist with plumbing; electrical; or heating, ventilation, and air conditioning work.

    3. May perform inspections, minor equipment repair, and preventative maintenance on equipment, tools, buildings, and grounds to ensure efficient and safe operations.

    4. Install and repair sprinkler systems, assist the master plumber and oversee watering schedule as needed.

    5. May mix and spread pesticides, herbicides, and fungicides.

    6. Perform general custodial functions such as sweeping, mopping, dusting, and cleaning windows, light fixtures, and carpets.

    7. Clean, dust, and disinfect areas such as restrooms, offices, and other facilities; use and apply cleaning chemicals as appropriate.

    8. Assist with moving furniture and boxes by carrying or using etc.

    9. Complete appropriate documents, work orders, and reports, e.g., duration of time spent on each job, materials used, and description of work completed.

    10. May serve as a liaison between contractors/vendors and assigned contract monitors.

    11. Read simple drawing, sketches, and blueprints as necessary to determine details of assigned tasks.

    12. Order, receive, and account for supplies.

    13. Assist other facility technicians.

    14. Adhere to best methods and sequences for accomplishing work orders or daily schedules of assigned tasks and advise management of any noted building or grounds issues.

    15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

    16. Perform other duties as assigned.


    Qualifications


    GENERAL QUALIFICATIONS and REQUIREMENTS:

    Education – Graduation from a standard senior high school or equivalent preferred.

    Experience – Minimum of one (1) year experience in building trades work on commercial or residential projects and attainment of competent skills in at least one (1) skills area (frame, finishing, carpentry, plumbing, sanitation, painting, grounds, etc.)

    Substitution Note: Verifiable technical school training of the type described may be substituted for work experience at the rate of six (6) months’ training for one-year experience

    Licensure and/or Certification –Valid driver license from state of residence. May be required to obtain a pesticide applicator license and fork lift operator certification.

    Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

    Construction/Maintenance Skills/Knowledge – Knowledge of hand and power tools to provide maintenance, repair, dismantling, refresh, and remodeling of the building structures and grounds. Ability to learn a variety of processes, procedures, methods, standard materials, and supplies applicable to same. Ability to learn procedures for maintaining and making minor repairs to tools, equipment, and machinery.

    Construction/Maintenance and/or Grounds and/or Custodial Equipment and Materials– must be able to safely and effectively operate and maintain:
    o Motorized vehicles and equipment including but not limited to motor vehicles, lawn equipment, building maintenance equipment, and light construction equipment;
    o Gas and diesel powered equipment to mow/trim/edge grass; cut tree limbs and trim shrubs; remove leaves and weeds; remove trash, and sweep;
    o Floor maintenance equipment, including buffers, strippers, vacuums, and extractors;
    o Pallet jacks and dollies;
    o Sand or salt on icy pavement.

    Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

    Organizational and Prioritization Skills – Must be organized, flexible, and able to prioritize in a multi-demand environment and meet multiple and/or conflicting deadlines without sacrificing safety, accuracy, timeliness or professionalism.

    Analytical/Research Skills – Ability to accurately estimate materials requirements for repair or construction tasks. Ability to quickly and efficiently access relevant information, and be able to present research and conclusions in a clear and concise manner.

    Technology – Possess appropriate levels of proficiency with utilized software/systems or ability to quickly learn.

    Confidentiality and Protected Information – Ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws and policies related to such information.

    Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

    Travel and/or Schedule – Must be available to work after-hours, holidays, and weekends and to respond to maintenance emergencies as they occur. Must be available to travel to other agencies and other DPS locations.

    • Ability to speak, hear, and exercise visual acuity;
    • Ability to carry weights of 50 pounds anticipated for this position;
    • Driving requirements: Moderate frequency twenty (20%).

    A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
