Safety/Loss Prevention Manager - Construction is responsible for developing, maintaining, and managing the safety and loss prevention program for a company's construction department.     Job Summary: Job incumbent manages the Substance Abuse Prevention Program (SAPP) providing alcohol and drug information dissemination and prevention education on the nature and extent of substance use, abuse, and addition as well as the effects on individuals, families, and communities to increase the perceptions of risk and increase community wellness in the TCC region villages.

    Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.


    Essential Functions

    Representative Duties:
    Under the direct supervision of the Wellness and Prevention Director job incumbent:

    1. Coordinate, develop, and implement Substance Abuse Prevention resources, information, and training that enhance protective factors and increase community perceptions of drug and alcohol risk factors.

    2. Develop, implement, review, and adhere to operating policies and procedures for the Substance Abuse Prevention Program.

    3. Collaborate with Wellness and Prevention management team to assist the Epidemiology Lead with coordinating the Tribal Advisory Council (TAC), TAC meetings, and TAC trainings to ensure Substance Abuse Prevention needs are assessed and provided.

    4. Assist in the development and implementation of strategies and objectives relating to the Reclaiming Our People initiative.

    5. Provide community technical assistance and individual support sessions for Grief and Recovery efforts. Includes but not limited to training of wellness and prevention staff, talking circles, and community grief presentations.

    6. Responsible for the administrative oversight of any and all federal or state grants within the Substance Abuse Prevention Program.

    7. Provide oversight and monitor all budget expenditures including federal and state grant budgets within the Substance Abuse Prevention Program assuring they are in compliance with federal and state grant management rules and requirements.

    8. Collaborate with the Wellness and Prevention Management team to provide staff training and community crisis response services. Includes but not limited to travel for community crisis response, technical assistance and training, and implementation of Crisis Response Team strategies and objectives.

    9. Responsible for recruitment efforts for Substance Abuse Prevention Program; to include hiring, orienting, supervising, training, and evaluation of Substance Abuse Prevention Program staff.

    10. Collect, maintain, and monitor program, state and federal data collection and report requirements for Substance Abuse Prevention Program.

    11. Prepare and submit contract, program and grant reports, including monthly, quarterly and annual reports for Substance Abuse Prevention Program.

    12. Must maintain strict confidentiality.

    Minimum Qualifications



    Minimum Qualifications:

    1. Bachelor’s degree in Addictions, Social Work, or related fields.

    2. Minimum two years of demonstrated experience with grant management.

    3. Minimum two years of demonstrated experiences in planning/organizing and program implementation of Substance Abuse Prevention and/or social services programs.

    4. Minimum two years of demonstrated experience supervising staff.

    5. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.

    6. Valid and clean driving record.

    Knowledge, Skills and Abilities:

    1. Familiarity with Alaskan Native Culture and Traditions preferred.

    2. Knowledge and ability to adhere to Health Insurance Portability and Accountability act (HIPPA) and 42 CFR Part 2 confidentiality regulations.

    3. Demonstrated ability to manage grant programs with familiarity of grant reporting, data collection, grant writing procedures, compliance, and implementation.

    4. Ability to work independently and collaboratively within a team environment.

    5. Strong computer skills, with experience in Excel, Microsoft Word, Power Point, and the Internet.

    6. Ability to present to small and large groups.

    7. Strong verbal, written, analytical, and interpersonal skills.

    8. Demonstrated ability to understand and carry out verbal and written instruction and the ability to organize and prioritize work.

    9. Ability to adapt to a continuously changing environment and duties.

    Supervision:
    This position may supervise several Substance Abuse Prevention Program staff.


    Supervision



    Physical demands: Mostly sedentary position with long periods of sitting and typing. Frequently work under deadline situations. Must be able to lift and carry up to 30 pounds in support of equipment and supplies. Incumbent may be expected to work extended hours to complete tasks. Conditions include but are not limited to: travel by small un-pressurized aircraft, poor heat, lack of running water, and adverse weather conditions. Position requires sitting, standing, and considerable walking.

    Summation: Job Incumbent is responsible for administrative oversight of the Substance Abuse Prevention Program and its staff including project start up, operations, and phase out. Job incumbent must be polite, assertive, self-motivated, team member, and self-directed. This position works with numerous communities, clients, staff members, issues, and other job related functions. Job incumbent must have strong communication and interpersonal skills. Job incumbent must be able to work effectively in a busy, sometimes stressful environment.
