  • POSITION SUMMARY:
    The Prevention Program Manager is directly responsible for the overall implementation, management and supervision of prevention services within their designated service region which could include; testing services, biomedical prevention services, health navigation, community education and the delivery of evidence-based high-impact prevention interventions. This individual assists in the direct supervision of prevention staff, interns and volunteers as assigned and assists the Sr. Prevention Programs Manager with implementing the Strategic Plan for Prevention at Equitas Health as needed.  The Prevention Program Manager is also responsible for the strategic implementation of funded comprehensive, high-impact prevention programs.

    ESSENTIAL JOB FUNCTIONS:
    Essential functions of the job include, but are not limited to, traveling, driving or having other reliable transportation, research, data analysis, participating in community meetings, developing and facilitating presentations, working varied hours including evenings and weekends.  Attention to detail and ability to enter data accurately into various databases is necessary.  Creating and implementing training programs will be needed.

    MAJOR AREAS OF RESPONSIBILITIES:

     
    • Oversee direct service staff; including but not limited to, recruitment, hiring, approving leave time, approving timesheets & expense reports, implementing disciplinary procedures, training, salary negotiating, identifying needs, and providing staff development through coaching and training.
    • Assuring completion of reports and collection of data for funders (including Federal, State, and Local) and agency purposes.
    • Manage testing and health navigation coordination with all agency prevention programs within position’s purview (including installation of new sites, reviewing of data, troubleshooting, implementation and overall coordination of prevention programming offered by the department).
    • Develop on-going strategic community partnership to expand comprehensive high-impact HIV prevention interventions among priority populations.
    • Oversees grant reporting processes and report completion for federal and private funders and attends all grant required meetings and conference calls, as assigned.
    • Collaborates regularly with Program Operations Team to implement targeted evaluation and quality assurance efforts.
    • Coordinates STI testing/treatment and PrEP education and navigation via direct service staff’s referrals into scheduling system with assistance from prevention health navigation team and med center staff.
    • Assists with linkage to care for all newly diagnosed clients and updates all prevention data/ reporting requirements.
    • Ensures completion and submission of data/information to the health department for clients newly diagnosed with HIV and other reportable STI’s as required by jurisdiction.
    • Point of contact for project officers at local health department and other government or private funders, as assigned.
    • Assists leadership in streamlining and adapting best practices for Prevention services
    • Coordinates HIV/STI testing schedules, including appointment-based services, as needed.
    • Ensures compliance with funder and state/federal requirements.  
    • Conduct client centered HIV test counseling services as needed.  Testing includes conducting HIV antibody test, providing pre-test and post-test counseling, offering appropriate referrals to clients, and conducting follow-up contact with clients as needed.
    • Keeping informed about current HIV/STI trends, developments, and co-factors to transmission (i.e., AOD, Mental Health, etc.), as well as state-of-the-art prevention efforts and strategies.
    • Keeping informed about current trends for People who inject drugs (PWID) and harm reduction strategies
    • Keeping informed about current Intimate Partner violence (IPV) and Domestic Violence (DV) trends within LGBTQ communities.
    • Willingness to operate large mobile sprinter van for community based healthcare service events.
    • Lead management of program budgets and fiscal operations while working with the finance department to monitor the program budget and spending.
    • Perform other job duties as assigned.
     
    EDUCATION/LICENSURE: 
    • Two years of management experience is preferred.
    • High School Diploma or equivalent preferred.
    • Medical or Mental Health/Addiction Related Licensure considered valuable.

    Knowledge, Skills, Abilities and other Qualifications
    :
     
    • A background in HIV and STI prevention and education and/or knowledge of the field, and experience with information and referral services is preferred.
    • Experience in developing culturally appropriate marketing materials and campaigns is preferred.
    • Must have strong written and verbal communications.
    • Public speaking and group facilitation experience is preferred.
    • Must have sensitivity to, interest in and competence in cultural differences, HIV/AIDS, minority health, sexual practices, harm reduction, and a demonstrated competence in working with Black, Indigenous, Persons of Color (BIPOC), Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) communities.
    • Must have or acquire (within three months of employment) an HIV Prevention Counselor Training Certificate and training in testing technologies utilized by the agency if required by region.
    • Adept knowledge in Microsoft Office Products required.
    • Must have reliable transportation and preferably valid driver’s license.
     
    SALARY: $58,700-$73,300
