Roles and Responsibilities:

Analysis of accident reports and videos to determine root cause to properly interface with Bus Operations, NJT Police, Labor Relations, Risk Management and Medical Services as the subject matter expert (SME) when requested.

Directs the inspections and audits of facilities, reports defective conditions and hazards, work locations and practices, utilizing Job Safety Analysis (JSA) procedures and the Hazard Identification/Resolution Process outlined in the Bus Operations, NY State Public Transportation Safety Board (NYSPTSB) System Safety Program (SSPP) and Public Transportation Agency Safety Plan (PTASP).

Develops and tests new and/or proposed Personal Protective Equipment (PPE); revises PPE related procedures and safety rules as required.

Directs all Bus Safety regulatory training programs, including: Hazard Communication, Globally Harmonized System (GHS), and Right-to-Know (RTK), Electrical Safety – Lock-out/Tag-out, Bloodborne Pathogens, Fatigue Awareness, Personal Protective Equipment, Respiratory Protection Hazards in the Workplace, Fire Safety, Walking Working Surfaces and Fall Protection & Drug and Alcohol Awareness.

Oversee to the Contractor Safety Awareness and (FTA) “State of Good Repair” programs including the scheduling of all training and the monitoring for compliance critical to NJ TRANSIT receiving special grants and Federal funding.

Oversee the Bus Safety Performance Ride Program – Evaluates the Auxiliary Safety Specialists who perform the evaluations of Bus Operators to identify compliance with defensive driving principles, practices, NJT safety policies and procedures.

Directs the Bus Chemical Review Program for Bus Safety/Bus Operations to include; Review all requests received, update electronic intranet database, and provide to NJT Bus Operations Maintenance personnel and Environmental Services Dept., Update all Bus garages and facilities annual Right-to-Know Surveys and submit to the N.J. Dept. of Health annually as required by law.

Directs the Annual Bus Safety Awards Recognition Program to include; Verification of safe driving award recipients for all Bus locations and the preparation and distribution of award items.

Directs National Transit Database (NTD) reporting activities for bus events as required by the Federal Transit Administration (FTA).

Directs the Federal Motor Carrier Safety Administration (FMCSA) Safety Management System (SMS) requiring analysis of reports and submitting corrections to verify accuracy of data according to NJT accident reports.

Responsible for the development and implementation of the safety training program required under the (PTASP) and Bipartisan Infrastructure Law (BIL) critical to NJ TRANSIT receiving special grants and Federal funding.

Represents NJT OSS Bus as a subject matter expert (SME) in the NJ TRANSIT Claims Review Committee meetings to assist internal departments in managing risk and monetary payments associated with third-party claims.

Directs the Bus Panel Case Review Program that involve serious bus accidents to assist location management with identifying root cause of serious bus related events and provide recommendations for corrective actions.

Responsible for updating Bus Safety Standard Operating Procedures and Safety Policies when Codes and Federal Regulations change and/or requirements are added.

Directs the “Bus Accident Investigation Training and Bus Safety Overview Program.”
- Coordinates with Senior Bus Operations Management staff for scheduling of classes and monitoring training attendance.

Responds to NJ TRANSIT emergencies and or special events as required, 24/7/365.

Directs the scheduling of and notifies Bus Safety Staff to respond to the NJ TRANSIT Emergency Operations Center (EOC).
-
Responsible for responding to NJT Board Office Open Public Records Act (OPRA) and outside agencies information requests for bus related events.

Directs the Bus Stop Safety and Route Review program; Represents NJT Office of System Safety (OSS) Bus Safety group in municipal/county meetings and reviews for bus stop and existing/new bus route projects, prepares reports and presentations as required.

Responds to all internal external agency requests for information related to OSHA, PEOSH, FTA, FMCSA, and NYPTSB safety related concerns.

Directs the professional growth, training, and development of direct reports of all OSS safety related activities.

Directs the safety related activities of all Bus Safety Sr. Safety Officers, Safety Officers & the Manager, Bus Safety.

Completes all safety related projects as assigned by the Sr. Director, Safety – Rail and Surface Transit.

Education, Experience and Qualifications:
-
Bachelor’s Degree in Business Administration or related area from a US Department of Education accredited college or university and six (6) years of experience in regulatory safety training and the United States Department of Transportation (USDOT) Federal Motor Carrier Safety Administration (FMCSA) safety regulations.
- One year of closely related experience can be substituted for each year of education required.
Knowledge and Skills:
-
Knowledge of NJ TRANSIT Bus Safety Rules, Policies and Procedures and all applicable Federal, State and Local safety regulations, including; OSHA, PEOSH, FTA, FMCSA are required.

Knowledge of all internal and external electronic data reporting and monitoring programs including; LYTX/DriveCam and related video systems, NJT CAD, FTA/NTD, FMCSA, NJDOH and NJDOL are required.

Must be able to respond to safety emergencies at all times of the day/evening 24/7.
