Requires a bachelor's degree. Additionally, Risk Modeling Manager typically reports to top management. The Risk Modeling Manager manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

     

    Serco-NA is seeking a motivated individual to provide programmatic support to one of our NAVSEA customers.  Serco-NA has an opening for a Program Risk Manager who would be responsible for overseeing all risk associated with PMS450.

     

    PMS450 oversees the design, construction, and delivery of the VIRGINIA Class Submarines.

     

    In this role, you will:

    • Report on risk management issues to program manager and the deputy program manager for all PMS450 quarterly.
    • Monitor and mitigate risks for the construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Branches.
    • Work with and conducts regular meetings with government POCs for each Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic risk to ensure mitigation plans are driving down risks.
    • Prepare addendums for RMP for each branch.
    • As the Risk Subject Matter Expert, you will work with the shipyards to manage Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Risk portfolios.
    • Prepare and conduct bi- monthly Construction Pit, quarterly RRB meetings, and NRE bi-monthly Pit meetings.
    • Create training for government POCs to help them with risk processes, how to enter in new risk, how to score a risk, and what to do as a risk owner for all areas.
    • Conduct strategic planning to develop a Risk Program for all areas of PMS450 that are not yet implemented.
    • Develop a strong Construction, SSW, NRE, Lifestyle and Sustainment, Enterprise, and Programmatic Risk Program
    • Design and analyzes organizational processes and programs for mitigation of financial risk.
    • Develop, recommend, and administer risk management and loss prevention programs, such as property and casualty insurance and product liability service (excluding insured employee benefit plans).
    • Perform financial and risk analysis studies in order to maintain maximum protection of an organization's assets. Implements and evaluates compliance with business risk-reduction policies, processes, and standards.
    • Perform a variety of complicated tasks.
    • Perform other duties as assigned.

     

    Qualifications

    To be successful in the role, you will have:

    • A Bachelor's degree in a technical or financial discipline, preferred.
    • Five to seven years overall experience, and preferably four to ten years assessing risk and developing mitigation strategies.
    • A current or active DoD Secret clearance.
    • An ability to analyze various systems.
    • Working knowledge of RMF and cyber.
    • Knowledge of Navy shipboard and submarine systems, and DoD acquisition programs, preferred.
    • The ability to understand and succinctly summarize, communicate, and document technical issues.
    • Familiarity with a variety of the field's concepts, practices, and procedures.
    • Rely on experience and judgment to plan and accomplish goals.
    • The ability to use a variety of software products (e.g., MS Office and MS Outlook).
    • Skills sufficient to perform a wide range of executive, managerial, and administrative support responsibilities, and duties.
    • Knowledge and understanding of agency structure, organizations, programs, missions, and functions sufficient to provide support in the planning, development and coordination of the management and administrative activities of the office.
    • Proficiency in preparing, selecting, organizing, and presenting information concisely.
    • Excellent interpersonal and administrative skills to meet the needs of the Program Office
    • The ability to facilitate and coordinate efforts with key government and non-government stakeholders.
    • The ability to work with minimal supervision.
    • The ability to work well within a time sensitive environment.
    • The ability to travel at least 10% of the time.

    Additional desired experience and skills:

    • Experience working in DoD or DoN environments.
    • SharePoint expertise.
