    ABOUT THE DEPARTMENT

    The Office of Support Services includes the following Units: Personnel, Purchasing, Mail Services and Risk Management.

    The Personnel Unit
    manages programs designed to attract and retain the best employees for County government. These programs include recruitment, labor relations, employee grievances, maintenance of job classifications, county-wide training, and the storage and maintenance of all employee personnel records.
    The Purchasing Unit provides professional purchasing expertise and support for all County departments to help them acquire and dispose of materials, supplies, and equipment in the most economical and efficient manner possible. County-wide contracts are also administered in this unit.
    The Mail Services Unit performs mail related services available to County departments, including picking up and delivering of interdepartmental mail as well as outgoing and incoming mail.
    The Risk Management Unit administers and funds the County's insured and self-insured programs that include workers' compensation, liability, vision, malpractice, fire, personal property, faithful performance bonds, and others. The funding is provided by charges assessed against other County departments, special districts, and current and former employees who benefit from the department's programs.
    ABOUT THE POSITION

    Under limited supervision, the Lead Risk Management Assistant – Confidential performs the most complex risk management duties and specialized assignments requiring an advanced level of knowledge of risk management policies, procedures, and legislation. Incumbents will be responsible to oversee and provide specialized and technical assistance for County risk management programs including property and liability claims, loss prevention, employee safety administration, and contracting and insurance. Incumbents will provide lead direction and training of the Risk Management Assistant I/II – Confidential classifications.

    DISTINGUISHING CHARACTERISTICS

    This is the advanced journey level classification in the paraprofessional classification of the Risk Management support staff series of classifications that are designated as Confidential. This class differs from the Risk Management Assistant II - Confidential in that that its primary responsibility is to lead, direct, train and oversee, the Risk Management Assistant I/II – Confidential positions. This position will perform the most difficult risk management duties, serving as lead, and ensuring that assigned activities and projects are accomplished according to established expectations.
    Positions in this classification are assigned to the Department of Support Services and have additional countywide responsibilities and Confidential designation. Confidential in this context according to the Personnel Rules means a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision-making regarding the County's administration of employer-employee relations as determined by the Board of Supervisors
    IDEAL CANDIDATE

    The ideal candidate will have: ability to perform as a lead worker; ability to prepare and provide training and instruction, individually and in group settings; strong organizational skills; ability to communicate effectively and professionally both verbally and in writing with individuals from diverse backgrounds; ability to establish and maintain effective working relationships with both internal and external customers; skills operating various computer applications, particularly MS Excel and Word; experience in the following areas: Risk Management, Contracting, Insurance, Safety, and Loss Prevention.

    EXAMPLES OF ESSENTIAL DUTIES

    Perform lead duties which consist of instructing, training, and reviewing the work of the Risk Management Assistant I/II - Confidential classifications; manage high level property and liability claims; provide specialized and technical assistance for County contracting and insurance and County employee safety administration; oversee reporting and data management for OSHA, CalOSHA, and other necessary recordings; perform safety/loss control inspections and reporting. This position is responsible for the oversight of in-service trainings, responding to court orders, subpoenas, and Public Record Act Requests, and providing guidance and assistance to departments. Incumbents will assist with the development, evaluation, revision, interpretation, and implementation of policies and procedures related to risk management functions; assist in the development and implementation of risk management programs pertaining to incident prevention, loss control and safety; support and assist with contracts and insurance, and risk coverage programs and renewals; stay abreast of local incidents with exposure to county risk of loss; and are responsible as lead contact for questions concerning loss prevention, insurance renewals, County exposures to risk of loss, department expenditures, the County property schedule of values, and any other risk management process and/or function. May act in the role of supervisor.

    TYPICAL QUALIFICATIONS

    Any combination of education and experience sufficient to directly demonstrate possession and application of the following as pertaining to the duty assignment:
    Knowledge of: Recordkeeping methods, administrative support functions, uses and limitations of computerized record keeping systems; modern office practices and equipment including operation of a personal computer and associated business software; expenditure tracking; methods of processing financial transactions; updating and maintaining web pages; basic laws, regulations, and policies pertaining to the field of risk management.
    Ability to: Lead, instruct and train the Risk Management Assistant I/II - Confidential classifications with day-to-day risk management processes. Audit and process a wide variety of documents according to established procedures, policies, regulations and timelines; use word processing, spreadsheet, database, and/or other risk management related software programs proficiently; interpret and explain laws, rules, regulations and procedures related to County risk management matters; assist in the analysis and evaluation of the risk management records system; work independently within established guidelines; organize activities and set priorities; establish and maintain cooperative working relationships with all levels of management and employees; gather, analyze, and organize data, and prepare reports; prepare financial transactions, claim payments, deposits, and journal entries; maintain financial and statistical records and claim files; communicate clearly, effectively, and professionally; enter data and make changes to online platforms, electronic records, and claims management systems; prepare for and meet rigid deadlines; discuss sensitive and confidential claims matters appropriately and maintain confidentiality.
    These employment standards are typically attained with four (4) years of full-time experience performing varied and complex clerical work, including explaining policies, performing data entry, and processing forms and records, including two (2) years of experience equivalent to that of Risk Management Assistant II - Confidential. One year of successful completion of related college course work in Risk Management, Public Administration, or Business Administration may substitute for one year of required experience.
