  • Oversees the Risk Management Department, including health and benefits, worker’s compensation, liability, employee safety, and County insurances. Serves as a strategic resource to departments and offices ensuring alignment with organizational strategies, goals, business objectives as well as compliance to applicable laws and regulations. 
    • Responsible for the planning, evaluation, and development of Risk Management. Provides supervision, guidance, training, and leadership to assigned staff. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
    • Seeks alternative methods of ensuring Webb County against all losses, including property, personal injury, worker's compensation, and group health, dental, prescription, and life claims.
    • Develops, implements, and manages the Webb County employee health and benefit program. Ensures program comply with legal requirements and are cost effective. Develops benefits communications, evaluates existing benefit programs against peer organizations to determine competitiveness, trends, and developments.
    • Evaluates quality and level of vendor service coverage for benefit programs and monitors expenses by category under the health and other benefit plans. Develops and recommends adjustments in plan administration including design in order to maintain plan solvency.
    • Responsible for overseeing successful open enrollment sessions for all employees and retirees.
    • Establishes and maintains relationships with external vendors and providers and ensures procedures are followed to minimize costs.
    • Conducts research and analyzes all insurance programs for the possibility of procuring proposals and/or renewals for the upcoming fiscal year.
    • Prepares and initiates reports necessary for specifications for all Webb County insurance programs.
    • Reviews specifications for requests for proposals issued for all lines of coverage to ensure compatibility with Webb County's needs.
    • Responds to inquiries, troubleshoots benefits issues, and resolves conflicts.
    • Oversees post work related accident procedures.
    • Serves as the HIPAA compliance officer. Develops guidelines and procedures in compliance with HIPAA.
    • Responsible for and oversees COBRA and HIPAA to ensure compliance with federal guidelines. 
    • Oversees the worker’s compensation program, including the processing of claims by assigned staff and the third-party administrator (TPA). Responsible for all aspects of the program, including acceptance of claims, treatment plan approval, financial review, and litigated claims. Serves as a point of contact for unresolved worker’s compensation claims.
    • Manages and oversees liability and property claims; approves claims payments up to the authorized amount. Directs the handling of self-administered liability and property claims.
    • Provides oversight of the County’s safety program and ensures compliance with safety policies and practices.
    • Serves as a liaison between the County and excess insurance for property, liability, and worker’s compensation claims processing. Directs the subrogation and restitution processes involving worker’s compensation and liability claims to be brought against responsible third parties.
    • Works directly with the County Civil/Legal Office and the excess insurance carrier to develop a strategic plan of action to handle liability claims in litigation. 
    • Advises supervisor on claims status and loss control and any other pertinent matters.
    • Performs extensive case management analysis to determine patterns of injuries. Collects and analyzes data for preparation of statistical reports of claims. Formulates action plans to minimize future injuries and provides statistical information, analysis, and recommendations to the department, management, and the members of the Commissioner’s Court.
    • Oversees and participates in analyzing and determining the legitimacy of all worker’s compensation claims, including investigating claims as appropriate. 
    • Directs the County's claim reviews for controlling worker’s compensation losses. Directs the handling of lost time and return to work to reduce liability and risk to the County.
    • Collects and analyzes information for the annual actuary report for the worker’s compensation and liability self-insured programs. 
    • Responsible for the Annual Insurance Renewal Application process. 
    • Reviews and evaluates County contracts for insurance requirements, including maintaining valid insurance certificate documents as required. 
    • On an annual/bi-annual basis, applies for boiler and property inspections, self-insurance bond, and worker’s compensation bond.
    • Responsible for establishing contracted occupational clinics to perform services required for worker’s compensation and any other related screenings. 
    • Oversees the management of the County’s Commercial Driver’s License (CDL) program. Reviews and remains up to date on new legislation related to the CDL program.
    • Oversees the County employee’s motor vehicle records to assure compliance with the County’s policies and procedures.
    • Manages Risk Management’s budget and procurement processes. 
    • Manages the self-insurance fund in relation to worker’s compensation, liability, and property.
    • Oversees post-accident procedures and ensures compliance with respective County policies.
    • Able to conduct presentations to the Commissioner’s Court when necessary.
    • Performs other duties as required.
    • Bachelor’s Degree in Business Administration or related field.
    • At least five (5) years of progressively responsible managerial level work experience in risk management (claim and insurance administration, risk assessments, benefit plan administration, and related).
    • At least three (3) years of work experience supervising and leading staff.
    • Certified in Risk Management preferred.
    • Knowledge of public sector property/liability exposure, safety programs, workers' compensation, and self-insurance programs.
    • Knowledge of Texas insurance laws.
    • Extensive knowledge of self-funded medical plans.
    • Knowledge of loss prevention techniques, principles, and practices of avoidance, reduction, and transfer of risk.
    • Knowledge and experience with establishing and maintaining adequate claim reserve levels for worker’s compensation, general liability, law enforcement liability, public official liability, and property claims.
    • Must be proficient with Microsoft Office (Word, PowerPoint, Excel, and Outlook) Software and HRIS systems. Extensive Excel knowledge required.
    • Ability to communicate effectively verbally and in writing in the English language, and verbally in the Spanish language.
    • Ability to develop clear and concise reports.
    • Ability to analyze problems, complex data, and information and identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 
    • Ability to establish and maintain effective working relationships with Webb County employees, public and private officials, vendors, and the public.
    • Ability to effectively supervise and train staff and ensure that assignments are completed in a safe, proper, and timely manner; ability to objectively evaluate the performance of others.
    • Must be an excellent communicator with the ability to communicate with tact, courtesy, and diplomacy, both verbally and in writing, even in difficult situations.
    • Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.
    • Ability to maintain strict confidentiality.
    • Maintain regular and punctual attendance.
    • Will be required to work after hours and weekends, and be on-call when necessary.
    • Knowledge of employment laws, regulations, guidelines, policies and practices.

    • Must be able to lift at least 15 pounds at times.
    • Must be able to access and navigate each department at the organization's facilities.
