Right of Way Manager oversees the organization's operations and activities regarding the need for additional land or office space. Researches, negotiates and elects to purchase short- and long-term lease of land agreements and right of way for construction that meet the organization's goals. Being a Right of Way Manager oversees all land related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning. Makes resolutions and other legal forms related to land acquisitions. Additionally, Right of Way Manager may require a bachelor's degree. Typically reports to a head of a unit/department. The Right of Way Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. If a candidate has completed specialized technical or management training, we wish to leverage these unique skill-sets.

    Requirements:

    • Bachelors Degree, Masters and relevant experience preferred.
    • Increasing responsibilities in one or more of the following or related fields: business administration, public finance, land development, transportation planning and design, local or state government.
    • Professional licensure/certification in commercial real estate, business management, civil engineering, or related discipline.
    • Key involvement in real estate acquisition, including negotiation, condemnation, utility and railroad relocation, coordination with public and private utility owners, transactions with other governmental agencies, relocation assistance to displaced families and businesses, rental and maintenance of acquired properties prior to clearance for construction of the transportation facility, and disposal of excess lands through negotiated and public sales.

    Responsibilities:

    • Lead tasks within a multidisciplinary team along with various functional managers who administratively supervise the individual team members.
    • Provide leadership to develop and control project costs and schedules through the use of innovative collaborative business and management tools.
    • Leverage strong communications skills to build consensus with public stakeholders, local officials, and multidisciplinary technical teams.
    • Assist in the planning, development, and administration of state and/or federal transportation funded programs.
    • Serve as the project team lead to coordinate integration of right-of-way planning into the overall project development and delivery processes.
    • Monitor compliance with governing federal, state, and local laws, policies, and procedures relative to right-of-way activities and involving the concepts of transportation facilities and their impact on the community and the environment.
    • Assist in overseeing contracts, grants, projects, programs, and lettings to include application, approval, payments, monitoring, audits, and/or close-out.
    • Assist in coordination related to the utility relocation with public and private utility owners to accommodate proposed highway construction.

    • Requires coordination with all levels of government, knowledge of real estate and land title law, appraisal methods and theories, condemnation, and the social, environmental and economic impact of transportation facilities on communities.

    Compensation Range:

    $103,870.00 - $138,493.00
