Right of Way Agent prepares organization's need for additional land or office space. Researches, negotiates and elects to purchase short- and long-term lease of land agreements and right of way for construction that meet the organization's goals. Being a Right of Way Agent handles all land related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning. Prepares resolutions and other legal forms related to land acquisitions. Additionally, Right of Way Agent may require a bachelor's degree. Typically reports to a supervisor or manager. The Right of Way Agent contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature. Summary:
The Manager Right of Way and Fiber will supervise and coordinate the City’s right of way and fiber program within the Municipal Services Operations Department. This position is responsible for performing a variety of complex professional and supervisory tasks that involve extensive analysis and detailed implementation. They will administer and enforce the right-of-way management program and the City’s fiber program, along with negotiating agreements and ensuring equitable revenue for the use of the programs.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Bachelor’s degree from an accredited college or university with coursework in business administration, planning, engineering, technology, geospatial technologies, or related field preferred.
Five (5) years of increasingly responsible program management experience, including ROW, project management, and/or technology management. The successful candidate will have knowledge of permitting processes, construction project management, contracts, agreements, and procurement. The successful candidate will have the ability to problem solve and implement technology solutions with high accountability in a collaborative work environment.
A Master's degree in construction management or related field may fulfill two (2) years of the experience requirement.
Possession of, or ability to obtain an appropriate, valid driver’s license.
