    Description

    Introduction:

    Performs advanced supervisory and managerial work guiding the planning, oversight, and recommendations for the Resources Development activities in the Student Financial Aid Programs (SFAP) Division at the Texas Higher Education Coordinating Board. This role works under minimal supervision and considerable latitude for the use of initiative and independent judgment requiring heightened communication, engagement, and relationship with divisional, cross-agency, and external stakeholders. This position reports to the Director III – SFAP Operations.

    General Description:

    Performs advanced supervisory and managerial work guiding the planning, oversight, and recommendations for the Resources Development activities in the Student Financial Aid Programs (SFAP) Division at the Texas Higher Education Coordinating Board. This role requires demonstration of essential skills such as strategic thinking, critical thinking, problem-solving, innovation, communication, and project management to ensure productivity and workloads are maximized, compliant, and deliver the highest level of quality service. Work involves maintaining a document repository for all SFAP Operations, overseeing the development of training activities and resource materials such as guidelines, forms, and applications to support institutions of higher education to ensure timely processing and compliance with all related state financial aid programs. This role will establish effective working relationships with key agency staff, organizations, and institutions of higher education to promote awareness of the state financial aid programs. This role works under minimal supervision and considerable latitude for the use of initiative and independent judgment requiring heightened communication, engagement, and relationship with divisional, cross-agency, and external stakeholders. This position reports to the Director III – SFAP Operations.

    General Duties and Responsibilities:

    General duties and responsibilities encompass three main categories of focus: (1) Strategic; (2) Functional; and (3) Administrative.

    Strategic:

    • Working with the Director III – SFAP Operations to assist in translating Division strategies affecting Resource Development activities into short- and long-term executable plans, focusing on planning, organizing activities, and resources.

    Functional:

    • Provides leadership, training, and cross-training for staff.
    • Oversees resource development activities, staff productivity, performance, workloads, and schedules.
    • Oversees the creation, development, editing, and production of high-quality materials, including resource materials (e.g., applications, factsheets), website content, and training. Ensure that all content is accurate, engaging, and aligned with agency brand guidelines and messaging along with meeting relevant regulations, standards, and best practices in content publishing.
    • Acts as a Subject Matter Expert to internal and external staff regarding program administration for state financial aid.
    • Works closely with Marketing and Communication Division to ensure SFAP artifacts adhere to agency’s style guidelines.
    • Works closely with cross-functional teams on activities to ensure compliance with all related state and federal statutes, rules, and regulations.
    • Manages the content lifecycle for SFAP Operations documents, from ideation and creation to distribution and archiving.
    • Establishes quality assurance standards, workflows, and processes consistently across all communications, training, and resource development activities.
    • Identifies opportunities for improvements to ensure that materials meet the needs of stakeholders.
    • Maintains an understanding of content management systems (CMS), analytics tools, other relevant software, and computer support system.
    • Stays abreast of emerging trends, technologies, and best practices in content development.
    • Collaborates with key stakeholders, including project managers, team members, and management, to communicate program goals, progress, and potential risks to projects.
    • Responds to escalated customer inquiries both verbally and written to assist in clarifying and resolving discrepant information based on administrative rules and statutory requirements.
    • Maintains effective working relationships with all agency staff and representatives of other agencies and stakeholder organizations as assigned. Participate in industry committees and groups as assigned, cultivating a network with which to collaborate, learn and consider other perspectives and methods.
    • Maintains a professional knowledge of the laws, rules and regulations, and procedures affecting student financial aid programs and applies that knowledge toward the programs administered by the Coordinating Board.
    • Represents SFAP at meetings, conferences, seminars, or on panels and committees, as requested.

    Administrative
    • Hires, supervises, and evaluates staff.
    • Apply appropriate Family Educational Rights and Privacy Act (FERPA) standards.
    • Perform related work as assigned.

    • Project Management: Skill in managing, monitoring, and advancing complex assignments or projects utilizing common tools and techniques.

    Qualifications


    Required Minimum Education and Experience:

    • Bachelor’s degree from an accredited college or university.
    • 3 years of progressive full-time work experience working in student financial aid assistance, student loans, or related state grant administration, and experience demonstrating the ability to take on a supervisory role (e.g., a prior supervisory role, team lead, trainer, project manager, or other experience guiding the efforts of other employees).
    • Six additional months of full-time work experience with student financial assistance programs may substitute for 15 semester hours of required education, up to four years.
    • A master’s degree from an accredited college or university in Higher Education Administration, Public Policy/Affairs, or Business Administration may substitute for one year of required non-supervisory work experience.

    Preferred:

    • Master’s degree from an accredited college or university in Business Administration, Higher Education Administration, or related field.
    • Two years of full-time work in a managerial role at an institutional financial aid office, student loan servicer, or other office that administers state, federal, or privately funded financial aid programs.
    • Knowledge of state and federal laws, rules, regulations, policies, and procedures affecting student financial assistance, particularly the student financial aid programs administered by the Agency, and the ability to understand and appropriately interpret and apply that knowledge.
