The General Manager is the day-to-day management operations lead position for College Park. The expectation for this individual is to support the College Park Board to meet their goals and objectives with respect to the asset management and operational processes and policies of College Park. Additionally, the GM ensures effective and efficient day to day operation of all College Park facilities and to support and implement the Master Developer's community vision and philosophies.
Compensation: $93,000.00-$98,000.00
FirstService Residential will compensate the successful candidate in accordance with the posted range. The salary or wage paid to the successful candidate will be commensurate with experience, education, and specific job responsibilities. For positions designated at a client's property, the salary or wage will also be premised upon the client's directive. The base pay range is subject to change and may be modified in the future.
Job Responsibilities:
- Responsible for the execution of College Park Board of Directors Governing Policies (GP's).
- Work closely with the Master Developer's Director - Community Services, the Lifestyle Manager and impacted Board of Directors in developing and implementing annual goals and priority issues; creating individual strategic plans.
- Previous knowledge of developer turnover practices and policies. Common area turnovers, bond releases, etc.
- Provide leadership to each meeting in terms of agenda support, written and oral reports as requested on designated items; summarize the priorities of each meeting as it relates; and complete any/all directives in a timely manner and format agreed upon.
- The GM will put forth consistent decision making and operational practices consistent with the Management Agreement, GP's and accepted best practices.
- Foster an environment that is fair, safe, timely, and responsive to resident needs and expectations in regard to service and relations.
- As public awareness of Chino area is key to the involvement of its residents, this position will maintain strategic relations with identified key alliances.
- Ensure resident customer service that is fair, safe, timely and responsive.
- Participates in the planning, coordination of an annual goal setting day with the College Park Management team.
- Ensure operational activities that meet the BOD's end priorities with sound financial management consistent with BOD GP's. Align resources as necessary to meet client servicing needs within College Park budgets.
- Ensure staff is treated and supported in a manner consistent with FirstService Residential's culture and stated policies, the Management Agreement and in the interests of College Park.
- Protect community assets in a manner consistent with maintenance standards as established by the BOD, including vendor management in all that this entails.
- Ensure BOD awareness and support; including monitoring reports, materials needed for decisions making and system access.
- Responsible for association policies and procedures adherence as it relates to the assets of the corporation, compliance responsibilities for corporate, civil code, and state and federal obligations i.e. reserve study, audit, and budget package.
- Supervise subcontractors, assuring quality performance, compliance with contract and upholding College Park standards.
- Personnel matters regarding - office etiquette, work schedule, responsiveness/relation with vendors and homeowners.
- Implementation and oversight of College Park and/or FirstService Residential directed projects.
- Coordination efforts with public and private agencies as directed.
- Implementation of asset maintenance practices, as defined through College Park stated practices and policies.
- Ensure all customer service calls and related work orders are handled in accordance with established procedures.
- Works in conjunction with the DM, VP and Lifestyle Manager for Board Packet agenda items and compilation.
- Ensure adherence to College Park master maintenance calendar.
- Review and monitor College Park community Policies and Guidelines annually to ensure compliance with civil code, declaration and other requirements of governing institutions.
- Coordinate and attend as requested designated meetings or functions.
- Review bid proposals and correspondence prior to Board of Directors review.
- Verify and approve for payment service invoices for all non-routine invoices, subject to established budget guidelines.
- Complete and/or collaborate on the facility budget preparation and capital expenditure recommendations as requested.
- Responsible to ensure walkthroughs of all College Park facilities are completed as necessary and to direct responsible vendors for repairs in accordance with budget guidelines.
- Responsible for quotes for College Park facility/asset maintenance per reserve study, and other items as deemed necessary.
- Other items that may be required as part of job description based upon Board of Directors' requests/FirstService Residential supervisor, or as deemed appropriate.
- Provide website content updates pertaining to the College Park.
- Ensure College Park branding is carried through to all appropriate representations.
- Must have reliable transportation and be able to drive to other work locations.
- Other duties as assigned.
Knowledge, Skills & Proficiencies:

Education & Experience:
- Minimum five to seven years supervision experience and responsible for a staff of no less than 6 individuals.
- Minimum five to seven years property management experience and/or related field.
- College degree strongly desired but not required.
- Committed to continual learning as evidenced by attendance at seminars and/or industry programs.
- Develops relationships and demonstrates good client connection and visibility.
- Proficient in English.
- Bilingual Spanish helpful.
- Excellent general math skills.
- Successful track record for project knowledge and implementation.
- Understanding of vendor/project bidding, project implementation, collection and maintenance.

Supervisory Responsibilities:
- Directly supervise College Park staff in accordance with Board of Director approved staff plan, including– recruit, hire, train, support and develop.
- Supervise onsite staff College Park associates in accordance with FirstService Residential's culture, stated policies and in the interests of the College Park Board of Directors.
- Conduct staff meetings and conduct regular touch bases with staff as necessary.
- Prepare/monitor staff work schedule and payroll submittal.
- Display a working knowledge of the various organizations that interact with the College Park community for the purposes of initiating additional opportunities that benefit the College Park membership.
- Exercise budgetary knowledge and control for the purpose(s) of executing all operations within College Park as well as related activities that may be cost-shared for the benefit of the College Park community.
- Display a community posture that represents College Park and the vision for collaborative relationships within the community.
- Develop and manage all communication material related to community operations that support the community.

- CCAM, CMCA, LMS, and/or PCAM, designation required.
