Incumbent is not given room and board at the residence hall as part of the employment arrangement. Additionally, Res. Hall Manager (No Room, Board) oversees maintenance and renovation, purchase and inventory of supplies, assignment of semester rooms and summer housing, housekeeping functions, and management of student conduct and discipline. Room and board in the residence hall is not included in the terms of employment. May require a bachelor's degree. Typically reports to a director. The Res. Hall Manager (No Room, Board) supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments.   • Under general supervision of the HUD Grant Administrator, the HUD Program Manager assists in the administration of HUD regulations, programs, policies, and strategies relating to HUD grant distribution while maintaining ties to the 5-year consolidated plan, annual action plan, and other city community development strategies. The HUD Program Manager aids in the coordination and administration of the work program. Incumbents perform complex analytical work through the identification, collection and interpretation of data used to prepare agreements, reports, contracts, and plans, along with other technical work in the Community Development Division.

    Scope of Responsibility:
    The HUD Program Manager assists in the development and management of numerous programs in accordance with federal, state, and local regulations while maintaining consistency with City goals and objectives. Incumbents perform all aspects of project management including planning, coordinating, organizing, and administering federal funds for the implementation of local projects and programs.

    Primary Responsibilities

    Essential Duties and Responsibilities:
    • Assists with developing and implementing five-year consolidated plans, annual action plans, citizen participation plan and associated policies and procedures to maintain compliance with federal, state, and local regulations.
      • Coordinates the development of work plans including prioritizing, scheduling, and coordinating efforts with program recipients and department members.
      • Develops, recommends, and implements operating procedures and programs within the department in order to accomplish goals and objectives.
      • Coordinates grant awards with sub recipients, including other city departments and agencies.
      • Guides implementation of operational procedural changes or improvements based on regulation monitoring and best management practices;
      • Supports Department/City policies, procedures, and regulation as it relates to HUD goals.
      • Tracks and coordinates project changes and resulting policy and procedure updates and plan amendments.
      • Oversees procedures and schedule for ongoing compliance and monitoring functions, as well as program and activity monitoring.
        • Responsible for identifying, collecting, and interpreting complex data and information used to prepare plans and reports.
          • Develops complex plans and reviews major development plans; creates and writes staff reports on planning projects, studies and proposals;
          • Prepares or instruct others to prepare maps, photos, tables, and charts reflecting conditions and trends for planning reports and presentations:
          • Performs advanced analysis of internally or externally initiated ideas: proposals and applications to identify compliance with current ordinances, policies, and practices.
    • Provides support and leadership to division personnel.
      • Sets goals, objectives, and deadlines for self to work towards and monitors performance. Also assists other division staff in doing so.
      • Leads internal and external groups in creating and maintaining a positive work environment and fostering effective performance of division, department, and project teams.
      • Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:

      • Assesses self and staff development needs and makes staff training recommendations.
      • Keeps supervisors and managers apprised of situational changes.
    • Monitors the division, program, and project budgets as applicable to HUD regulations and project needs.
      • Provides informed input on matters relating to the annual operating and multi-year capital budgets for division.
      • Assists with analysis of past expenditures, expected needs, future cost projections and sources of funding used to develop detailed budgets.
      • Reviews year-to-date spending reports and monitors performance against plans during the entire budget cycle, recommending adjustments as necessary to achieve a desired balance at the end of the cycle.
      • Helps ensure compliance with federal, state, and local procurement provisions.
      • Assists with preparation of annual funding requests and prepares correspondence to decision makers for approval.
      • Works with Finance Department staff to account for grant fund uses.
    • Communicates effectively, professionally, and courteously and maintains working relationships with others in carrying out job functions.
      • Interacts with the public on elevated concerns and issues; suggests appropriate resolution to issues designed to accomplish city goals while maintaining positive community relations for the department and the city.
      • Communicates and maintains relationships with community and governmental organizations, contractors, and citizens to exchange information and serves as a resource regarding department programs, policies, and procedures.
      • Represents the department at City Commission and other meetings as requested, to present plans, staff recommendations and accomplishments, and to discuss and advise on the development and implementation of plans and programs;
      • Represents the Department at inter-agency coordination meetings and with the Fargo Moorhead Metropolitan Council of Government led planning activities.
      • Cross collaborates with other city departments in master planning activities;
      • Prepares reports pertaining to department activities, direction, accomplishments, and compliance with rules and regulations.
      • Communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work- related needs.
      • Plans and carries out communications at a level that can impact the morale and performance of the department’s work.
      • Prepares clear and concise written reports and presentations for citizens.
    • Performs other duties and activities as assigned.

    Minimum Qualifications

    The job requires graduation from an accredited college or university with a bachelor’s degree; and four or more years of municipal planning experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Five years of previous experience with HUD Administration will be considered in lieu of the posted education requirements. A driver’s license or other evidence of mobility is required.

    Knowledge, skills, and ability include:


    • Knowledge of federal and state laws and regulations regarding urban planning and community development areas pertinent to grant administration and application.
    • Knowledge of financial management, municipal accounting, project management and program management.
    • Knowledge of concepts, theory and principles of demography, economics, finance, and municipal finance.
    • Knowledge of community development and housing programs.
    • Knowledge of project management tools and techniques.
    • Knowledge of basic HUD Community Development administration components; eligibility, consolidated plans, public notices, annual action plans, and annual performance and evaluation reporting.
    • Skill in navigating federal and North Dakota state regulations, while managing the City’s relationship with HUD Community Planning and Development Region 8.
    • Skill in organization and monitoring of grant recipients, including Davis Bacon, American Disabilities Act, and other federal mandates that routinely apply to construction projects.
    • Skill in data collection, research, and analysis.
    • Skill in interpreting and applying codes and regulations.
    • Skill in written presentation to multiple audiences including general public, elected officials, land developers, and landowners.
    • Skill in creation and maintenance of technical documents and tools such as legal contracts, sub-recipient agreements, monitoring tools, HUD reports, notice of funding opportunities, requests for proposals/qualifications, and application guidelines.
    • Knowledge of human resource management practices such as training, discipline, delegation, etc.
    • Ability to train personnel to perform their duties in an effective and efficient manner.
    • Ability to supervise personnel in a manner conducive to efficient performance and high morale.
    • Ability to establish and maintain effective working relationships with others.

    Physical Demands

    Physical Demands & Working Conditions:
    Most work is performed in a normal office environment; on occasion, work is performed in the field. The noise level in the work environment is usually quiet in the office and moderate in the field. Daily work often involves moving between buildings and rooms. Occasional driving is required to attend meetings and perform site visits and site analysis. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. Some evening meetings required.

    Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
