  • A Cooperative Agreement with Kent Conservation District, and The Department of Natural Resources and Environmental Control (DNREC), Division of Climate, Coastal and Energy, Coastal Programs Section is seeking a contractual Regulatory Environmental Specialist III.

    DUTIES:

    This position will provide technical, policy, and scientific support for the regulatory programs of the Coastal Section within DNREC’s Division of Climate, Coastal and Energy. Primary duties include drafting comments related to federal actions such as rulemaking, reviewing of Coastal Zone Management Act Federal Consistency submissions, coordinating with network partners and subject matter experts, engaging stakeholders, and supporting the state Coastal Zone Act program.

    Applicants should have direct work knowledge and/or experience in the following areas:

    • Federal, state, and local environmental laws, rules, and regulations
    • Principles and practices of conducting studies including data collection, compilation, and analysis.
    • Resource evaluations of complex environmental projects/programs
    • Project management
    • Interpretation of maps, plans, specifications, and standard construction details
    • Assessing mitigation strategies and alternatives
    • Effective written and oral communication
    • Facilitation of groups, meetings, and other public forums

    JOB REQUIREMENTS:

    Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

    • Possession of a bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or related field.
    • Two years of experience in performing environmental specialist work which includes the analysis and assessment of environmental and/or cultural impacts of projects and/or programs.
    • Two years of experience in analyzing and evaluating data.
    • Two years of experience in technical report writing.
    • Two years of experience in ensuring compliance with environmental laws, rules, regulations, standards, policies, and procedures.
    • One year of experience in environmental project management which includes planning, developing, implementing, managing, and evaluating environmental projects to ensure objectives are met.
    • Applicants must be legally authorized to work in the United States. The Kent Conservation District does not provide sponsorship for holders of H-1B Visas.

    BENEFITS:

    · The Kent Conservation District offers a comprehensive benefits package including: 37.5 hours work week and flexible scheduling options: 15 paid vacation days the first year; 9 paid holidays a year; and 15 paid sick days per year. Pension and health insurance are also included in the benefits package. Direct Deposit of paychecks will be required as a condition of employment for new employees.
