    ENVIRONMENTAL FACTORS

    Work is typically performed in an office environment; occasional examination of field sites requiring the ability to navigate across even and uneven surfaces.   


    PHYSICAL FACTORS

    Light physical work involving motor skills when utilizing computer or other instruments; requires work with standard office equipment and files; required to operate a vehicle; strong verbal and auditory abilities; visual acuity to review documents, hand written records and typed documents. 


    WORK SITUATION FACTORS

    Required emergency call back and extended hours when necessary; periodic out-of-town travel required.  Regular attendance is an essential function of this job to ensure continuity of services.   Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

    This position is a grade AD28.
    • Plans, coordinates, and manages the Utilities Department Regulatory Compliance Line of Business and Program operations consisting of regulatory compliance, environmental programs and projects, pollution prevention, utility safety, and water quality laboratory services and staff activities in order to ensure utility services are legally compliant, economically sound, and environmentally friendly.
    • Manages staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in order to anticipate technical and management problems; recommends changes to improve the organization's functions and processes; interprets statutes and regulations; provides leadership, direction and coaching to employees; provides assistance and training in technical issues, techniques, statutory requirements and other responsibilities.  
    • Develops and monitors section budgets; approves budget expenditures; prepares special and recurring reports; proposes and recommends budget changes/revisions for project and resource needs. Develops and evaluates program objectives, priorities and goals; manages projects and programs; participates in strategic planning.
    • Prepares or directs the preparation of documents regarding regulatory and environmental issues/topics.
    • Provides regulatory and compliance assistance as the Assistant Project Manager to the Office of the Director in the management of the Griggs Walnut Joint Superfund Project in coordination with Dona Ana County.   Responds to internal and public/media/external agency inquiries; participates in associated public meetings.
    • Provides regulatory and compliance assistance in the management of the Foothills Landfill Post Closure; works closely with the New Mexico Environmental Department and consults to meet the project’s needs and requirements. Responds to internal and public/media/external agency inquiries; participates in associated public meetings.
    • Works with industry and other state, regional, and national stakeholders regarding the regulatory process at the state and federal level; attends external training on key issues and changes in legal requirements and keeps abreast with latest trends and requirements and advises the Utilities Director and appropriate Assistant Utilities Director and Utilities Deputy Directors of relevant changes. 
    • Works with the director and deputy directors regarding the development of regulatory, environmental and ordinances, procedures and public outreach; recommends strategies to minimize negative impacts and costs.
    • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
    • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.  
    • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes. 
    • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services. 
    • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

    Bachelor's Degree in Civil Engineering, Environmental Engineering, Environmental Sciences or directly-related field PLUS five years experience in utility engineering/project management and environmental management, which includes  two years in a supervisory or project lead/management position.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

    LICENSES/CERTIFICATIONS

    Valid driver’s license is required.  Position requires an acceptable driving record in accordance with City policy.   Water or Wastewater Level IV Certification and/or Registered Professional Engineer (PE) license may be preferred. 

    Comprehensive knowledge of:  Rule-making and legislative processes; environmental management and regulatory practices and compliance; requirements associated with environmental laws; federal and state regulations that apply to municipal utility operations in New Mexico; biological and physical sciences or environmental engineering; principles and practices of administrative management; principles and practices of effective employee supervision; accounting principles and government finance; public sector organization, operations, policies and procedures; project management and contract management as applied to the design, construction, and maintenance of environmental facilities; occupational and environmental safety and health hazards and safety practices; principles of records management; City organization, operations, policies and procedures.

    Ability to:  Apply established mathematical and statistical techniques to analyze data in practical situations; define problems dealing with several abstract and concrete variables; collect and interpret various data, draw conclusions and initiate actions; communicate effectively, both orally and in writing; clearly document activities for compliance and environmental records; write technically-oriented reports and correspondence clearly and concisely; evaluate technical engineering and statistical data in order to arrive at a valid conclusion; read construction designs and plans; establish and maintain effective working relations with City staff and external customers; work independently and in teams.
