    Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community based settings.
     
    Deschutes County Behavioral Health (DCBH) is the Community Mental Health Program providing safety net and core clinical services for community members in Deschutes County dealing with mental health and substance use conditions. DCBH is also a Certified Community Behavioral Health Clinic (CCBHC). As such, DCBH relies on multi-disciplinary teams to provide innovative, evidence based, recovery oriented services in behavioral healthcare settings co-located with physical health providers.

    ABOUT THE JOB:
    This position will lead our award-winning Behavioral Health Crisis Program including the 24/7 Deschutes County Stabilization Center (DCSC). Services included in the Crisis Program include the 24/7 Community Crisis Response Team (CCRT), Forensic Diversion Team, Crisis Intervention Team (CIT) training coordination, and Civil Commitment Investigations and Monitoring. Deschutes County Health Services is looking for a candidate with a strong vision and understanding of crisis services in a community mental health setting, integrated healthcare delivery and healthcare transformation. This leadership position is responsible for program development and implementation, evaluation of services and systems, operational logistics including oversight of the crisis budget, maintaining and building strong community partnerships and direct oversight of the 24/7, 365 Deschutes County Stabilization Center (DCSC) and mobile crisis. Must be able to function as part of a leadership team and collaborate with a wide network of community partners.
     
    Key Responsibilities: 
    • Provide group and individual supervision of crisis leadership team at DCSC and overall Crisis program operations.
    • Attend state and national committees/workgroups pertaining to crisis work as well as represent DCSC to community partners on a local level.
    • Establish and promote effective working relationships with grantors, referral sources, the public and other employees at all times.
    • Perform other duties as assigned, including some after-hours availability.

    Knowledge of or experience with:
    • Extensive knowledge of the principles and practices of community behavioral health delivery systems, as well as program/departmental budgeting and working in grant environments.

    • Master’s degree in a human services field; 
    • AND five (5) years of progressively responsible and relevant professional experience, including managerial experience; 
    • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job. 
    Preferred Qualifications:
    • Current licensure without restrictions from a recognized governing board in Oregon as a Licensed Clinical Social Worker (LCSW), Licensed Marital and Family Therapist (LMFT), or Licensed Professional Counselor (LPC). 
    • Behavioral health crisis experience.
    • Mobile Crisis, Forensic and/or Civil commitment experience.
    Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

    Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

    For positions in the Health Services Department, incumbent must be able to be credentialed as a Clinical Supervisor for assigned service area in accordance with Oregon Administrative Rules.

    Must meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs) 309-019-0125 (8).
     
    Must be willing to work a flexible schedule when necessary to meet client and department needs.
