  • The Olympic Regional Development Authority (Olympic Authority) is seeking an experienced manager with established leadership skills to be its Director of the Office of Environmental, Planning and Construction (OEPC). The successful candidate will be responsible for the development and execution of the policies, procedures, and plans that direct the implementation of the following areas: environmental permitting and compliance, sustainability, building construction activities, major capital maintenance projects, as well as administration and enforcement of the NYS Uniform Building and Fire Prevention Code (Code).

    The Olympic Authority is a New York State public benefit corporation created in 1981 to manage, operate, and maintain the venues used during the 1932 and 1980 Lake Placid Winter Olympic Games. Today the Olympic Authority administers state-of-the-art venues in the Catskill and Adirondack Mountains of New York including Warren County, Essex County, and Ulster County. OEPC supports the summer and winter operations of the Olympic Authority venues, which provide year-round recreational opportunities for the public, as well as training and events for all levels of athletes.

    The Director of OEPC works out of the Olympic Authority’s Administrative Office Building in Lake Placid, New York. Travel will be required to all Olympic Authority venues and facilities as necessary to fulfill job responsibilities. Daily activities may include standing or being seated for extended periods, walking on mountainous grades, climbing ladders, and exposure to cold winter conditions and/or hot summer conditions. Work outside the normal workday will be required as is necessary to fulfill job responsibilities and/or meet critical deadlines.

    Essential Duties (this list is not exhaustive):

    · Oversee and lead the OEPC team in fulfilment of the department's objectives including the oversight of the analysis, development, implementation, and monitoring of the capital budgets and financial resources, including operations/maintenance budgets and grants to ensure that OEPC is delivering services in the most cost-effective way, and coordinating with the IT Department to leverage technology, knowledge, and process management to continually increase the efficiency and effectiveness for capital investments and organizational growth;

    · Manage and administer the Division of Planning, Design and Construction (PDC) including the oversight of numerous, large sized and complex construction and renovation projects from planning stages through the completion of construction and functions including:

    o Serving as the primary point of contact for the implementation and completion of vertical and horizontal construction projects/programs for the professional, technical, and administrative staff;

    o Managing and administering the Division of Uniform Building and Fire Prevention Code (Code). Oversees the NYS Department of State (DOS) Building Permitting and the issuance of the Certificate of Occupancy on a variety of small and large sized, new construction and renovation projects each year, and administers compliance with the NYS Fire Code; and

    o Managing and administering the Division of Environmental and Sustainability (E&S) including the oversight of regulatory permitting administered by the NYS Department of Environmental Conservation (NYSDEC), NYS Department of Health (NYSDOH), Adirondack Park Agency (APA), NYS Watershed Inspector General (NYSWIG), New York City Department of Environmental Protection (NYCDEP), USA Environmental Protection Agency (EPA), and Army Corp of Engineers (ACE). Oversee compliance of existing regulations and advancement of the program to meet the expectations of leadership.

    · Work in close partnership with the Olympic Authority Vice Presidents and Directors of Operations, Finance, Events, Marketing, Communications, and Sponsorship to align business, administrative, and financial management strategies across operational units to address the capital planning and maintenance needs of the organization.

    Minimum Requirements:

    Bachelor’s Degree in Architecture, Engineering, Facilities Operation, Construction Management or related field; Ten (10) years of progressively responsible experience in project management, construction, or related field; Five (5) years of experience leading or managing staff and/or teams in any of the fields identified above; Working knowledge of Microsoft Office applications; Working knowledge of AutoCAD, Adobe Pro, Bluebeam, and Construction Management Software; Possess the ability to think strategically and deliver results in a fast-paced environment.

    Other Considerations:

    Bachelor’s Degree in Engineering (Civil, Structural or Mechanical with a focus on HVAC Systems), Architecture Construction Management, or Facilities Operations; Professional Licenses: PE or AIA; Relevant experience working with or in the public sector.

    Compensation and Benefits:

    This position is classified as a Grade 28 on the Olympic Authority’s Management Confidential Salary Schedule which has a salary range of $87,207-$139,531 per year. Final offer will be dependent on qualifications and experience.

    The Olympic Authority offers an excellent benefits package that includes paid leave (paid parental, sick, vacation, and personal time); paid holidays; health, dental, and vision insurances; long term disability and supplemental life insurance at preferred rates; participation in the NYS and Local Retirement Systems; and optional participation in NYS Deferred Compensation.
