Real Estate Deputy

  • Incumbent serves as a Real Estate Deputy in the Assessor’s office in Vanderburgh County and is responsible for identifying, collecting, and entering Real Property data changes required in the mass appraisal of real property.

    Starting Pay: $36,807/yr

    Pay after 6 Months: $38,574/yr

    Requirements:

    • High school diploma or GED equivalency.
    • Standard computer skills and working knowledge of Microsoft Office software.
    • Working knowledge and ability to use INcama, Pictometry and GIS Mapping software.
    • Working knowledge and ability to use Indiana Real Property Assessment Manuals.
    • Must be able to conduct thorough physical inspections of residential and/or commercial and industrial properties by accurately identifying specific characteristics as outlined by the DLGF while adhering to USPAP guidelines.
    • Ability to effectively communicate both written and orally.
    • Must be able to professionally navigate interactions with property owners and tax reps.
    • Strong basic math skills.
    • Minimum requirement of Level II Assessor / Appraiser Certification within 2 years of assuming the Residential Real Estate Deputy position

    Duties: Required duties for an employee in this position are processing building permits, performing physical inspections of property, data collection in the field and via desktop applications, sketching structures, data entry, maintaining property tax cap allocations, maintaining property class codes, maintaining land classifications, performing sales validations, completing cyclical review, participating in quality control procedures, maintaining historical assessment records and performing data analysis.

    I. Job Requirements

    • Working knowledge and ability to use INcama assessment software.
    • Working knowledge and ability to use GIS Mapping and Pictometry applications.
    • Working knowledge and ability to use Indiana Real Property Assessment Manuals.
    • Working knowledge and ability to use Microsoft Word, Microsoft Excel, and Microsoft Access.
    • Ability to perform physical inspection of properties.
    • Possess interpersonal skills and the ability to effectively communicate with members of the public in a courteous, effective, and professional manner.
    • Possess strong basic math and analytical skills.
    • Minimum requirement of Level II Assessor / Appraiser Certification within 2 years of assuming the Real Estate Deputy position.

    II. Difficulty of Work

    • The incumbent operates with general instruction and oversight by the Residential or Commercial Real Estate Supervisor, Real Estate Supervisor, Chief Deputy Assessor and/or Assessor.
    • The incumbent works as a member of a job sharing department and follows standardized procedures and regulations when completing tasks.
    • Difficulty of work requires minimum of Level II Assessor Appraiser Certification. Obtaining certification involves passing a Level I and Level II exam. Each exam requires approximately 100 hours of study and preparation. Level II certification requires 30 hours of State approved continuing education every two-year period to maintain certification.
    • Quality of work will have a direct impact on the mass appraisal performed by the Assessor’s office. The quality of assessment work has a direct impact on taxpayer’s property tax bills.
    • Performance of tasks requires analytical skills.

    III. Responsibility

    • Performance of duties and the quality of assessment work is essential to the mass appraisal system and has a direct impact on the valuation of real property. Meeting deadlines has a direct impact on the property tax billing cycle. Special tasks are performed as time allows. The incumbent discusses work progress and work product with supervisor as needed. The work product will be reviewed upon completion for analytical soundness.

    IV. Personal Work Relationships

    • Incumbent maintains frequent contact with direct supervisors. The position will also require contact with the public and associates from other County offices. All communication and interaction with these parties must be cooperative, productive, and professional.

    V. Physical Effort and Work Environment

    • The incumbent performs duties in a standard office environment with minimal physical demands.
    • The position requires fieldwork with low to moderate physical demands. Field work includes performing physical inspections of property. The employee may be subjected to environmental factors during field inspections.
    • Travel is required for training and certification classes.

    Essential Functions:

    • Compiles, updates, reviews, and maintains electronic and paper documents/`files related to real property assessment.
    • Works within INcama, Excel, Access, Pictometry, ConnectAssessment, GIS Mapping and any other software deemed necessary to maintain Real Property assessments.
    • Utilizes Indiana Real Property Assessment Manuals to perform duties according to standardized procedures and regulations.
    • Utilizes data search features and reports from INcama as it pertains to assessment duties.
    • Performs data entry functions as it pertains to assessment duties.
    • Performs data collection and data entry functions as required through processing of building permits and sales validation.
    • Performs analysis regarding sales validation and assessment changes.
    • Works in conjunction with other departments in the Assessor’s office including the Appeals Department, Sales Disclosure Department, Transfer Department, Residential and Commercial Real Estate Departments. This includes supporting and contributing to the flow of pertinent information to and from these departments.
    • Answer phones and assist taxpayer inquiries at the counter.
