    UPOSITION OVERVIEW

    The rate analyst is responsible for conducting data and statistical analysis to evaluate the accurate service rates and charges for various consumer and operational purposes. The rate analyst reviews the current calculations to generate rate reports and discuss service costs through comprehensive graphs and illustrations. This position also analyzes consumer demands and considers the factors that may affect the constant changes in rates. The rate analyst must have excellent communication and analytical skills, especially in ensuring that rate decisions comply with the regulatory guidelines and DDS requirements.

     

    UESSENTIAL FUNCTIONS

    • Manages rate communication with vendors in development and current.
    • Coordinates monthly rate meetings with CVRC staff to discuss current rate environment.
    • Responsible for Sandis/UFS rate maintenance, including appropriate supporting documentation to support rates entered.
    • Analyzes rate-restructuring initiatives, rate design, minimum wage and courtesy rates including appeals.
    • Monitors rating surveillance process for existing rate and identifies potential errors or extreme rate increases.
    • Debugs rating calculations and processes when rating issues arises.
    • Creates reports on contract vendors (POS, H&S,U&C, OPS) for monitoring and pricing decisions.
    • Creates programs to generate statistics and reports for various departments.
    • Streamlines rating process by collaborating with various departments.
    • Is involved in the development of rating assumptions, methodologies, and criteria of outstanding rates.
    • Analyzes regulations from DDS initiative to identify efficiency opportunities and write report of analysis findings.
    • Creates status reports/spreadsheets to meet terms set by Medi-Cal to implement required changes for cost reports.
    • Supports effective and efficient business practice.
    • Maintains positive business relationships, client confidentiality, good attendance, punctuality, and acts in accordance with all company policies and procedures.

    MINIMUM QUALIFICATIONS

    • Bachelor’s degree in accounting, business administration, or related field, plus 1 year of accounting experience.
    • Knowledge of accounting terminology, principles, practices and procedures and computerized spreadsheet skills (i.e. Intermediate EXCEL).
    • Ability to calculate figures, percentages, and other complex formulas. 
    • Ability to analyze data and draw sound conclusions; prepare clear and concise written reports; make cogent verbal presentations.
    • Excellent organizational skills and must be able to develop a course of action and follow through within timeframes. 
    • Must demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations. 

     

    UTRAVEL REQUIREMENTS

    • Must have the ability to travel within CVRC’s six-county-wide region as assigned or required. 

     

    UWORKING CONDITIONS  

    Professional office environment. Noise level in the office is low to moderate depending on area. Individual workspace assigned and varies from open cubicle to private office.
