    Main Purpose of Job

    Performs regulatory inspections and monitors all railroad carriers within the State of Maryland to reduce railroad related accidents, injury, death, and property damage. This position enforces regulations under current Railroad Safety and Health Annotated Codes of Maryland COMAR 09.12.91 and current CFR Codes issued by the Federal Railroad Administration (FRA).

    POSITION DUTIES

    Conducts scheduled and unscheduled inspections and re-inspections of interstate and intrastate railroad carriers,�private industries, excursion railroads (i.e. Western Maryland Scenic Railroad, B&O Railroad Museum) and�performs Motive, Power & Equipment inspections (MP&E) for the purpose of enforcing and promoting compliance�with State and Federal Regulations. Issues condition reports, and civil penalties (if warranted) notifying railroad�carriers, private industries and appropriate regulatory agencies of railroad safety standards, deficiencies and�violations while advising them if the need for remedial actions are necessary. Meet with the Chief Inspector, rail�carrier employees, labor organizations and State and Federal regulatory agencies to discuss and recommend possible�solutions to assure compliance. Overnight stay and travel as required. Investigates railroad accidents/incidents in order to determine if their probable cause was due to MP&E related�failure. Prepares detailed narrative reports to document the findings of investigations and related inspections.�Issues condition reports, and civil penalties (if warranted). Overnight stay and travel as required. Attend State of Maryland and FRA conferences and training courses to remain cognizant of changes in State of�Maryland Federal regulations to ensure uniform and accurate application and enforcement. Stays current with�standard and modern technology of rail equipment. Overnight stay and travel is required. Process and submit State and Federal inspection reports, daily reports, MD Time and travel vouchers. Performs other�RS&H duties as assigned.

    MINIMUM QUALIFICATIONS

    Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of experience performing railroad safety or regulation compliance inspections related to track, motive power and equipment, operating practices or signal and train control. Note: These requirements are determined by the Federal Railroad Administration (FRA) in accordance with FRA requirements for admission to the federal training program which leads to certification as a Railroad Safety Inspector.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications. Experience in the railroad industry, including economic and operating considerations, equipment, and general safety practices. Experience with railroad accident investigation techniques including report writing experience.� Experience with Motive, Power, & Equipment (MP&E) maintenance, testing, or inspection techniques.� Experience enforcing Federal railroad Motive, Power, & Equipment (MP&E) safety standards.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. 2. Employees in this classification will be required to obtain federal certification as a Railroad Safety Inspector within 1 year of employment.     SPECIAL REQUIREMENTS

    All candidates are subject to a background check against files maintained by the Division of�Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment. 1. Employees in this classification are subject to call-in on a 24 hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached. 2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.
