    TEAM:  Do you want to work with a collaborative and supportive team?   CDE has an amazing purchasing and contracts team made up of seven individuals who have worked for CDE for numerous years and are ready to welcome and support new employees joining the team.   CDE’s Purchasing Director has been leading the team for eight and a half years and has 13 years of procurement and contracts experience.  CDE purchasing is one of the best teams in the state, with experienced, dedicated, hard-working, fun, and witty individuals.

    Major Duties and Responsibilities:
    The position may be classified as a purchasing agent IV or a contract administrator IV at the preference of the successful candidate.

    Description of Job
    • Serves as a department staff authority and expert on solicitations, particularly requests for proposals that are personal service based and information technology.   
    • Provides technical expertise regarding solicitations and contracts for purchasing team members and program staff. 
    • Coordinates with program staff to draft the statement-of-work for solicitations, including Requests for Proposals, Invitations to Negotiate, Documented Quotes, Invitations for Bid with a focus on complex solicitations.  
    • Coordinates with program staff to draft the statements-of-work and payment options for contracts, amendments, interagency agreements, intergovernmental agreements, and purchase orders.  
    • Drafts and provides guidance on negotiating limitations of liability, changes to purchase order and contract terms and conditions, and negotiating vendor agreements.  Drafts and submits fiscal rule waivers and other approval requests for the State Purchasing and Contracts Office.
    • Negotiates contractual terms and conditions with vendors.
    • Processes purchase order and contracts in accordance with Colorado Procurement code and rules, federal laws, and CDE policies and procedures.
    • Facilitates the evaluation process for solicitations.  
    • Provides training and advice to CDE program staff and CDE purchasing staff regarding Procurement code and rules and solicitations.
     Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
    1. Graduation from an accredited college or university with a bachelor’s degree or equivalent understanding of procurement earned through related experience AND 
    Three years of professional experience in purchasing, drafting solicitations, contract writing, and contract negotiating.
     
     Substitutions:
      A combination of work experience which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor’s degree.
     
      A Juris Doctor degree, or a Master’s degree from an accredited college or university in a field of study related to the work assignment may be substituted for the required experience on a year-for-year basis. If using substitutions, transcripts must be attached.


    QUALIFICATIONS AND CONDITIONS:

      • Experience issuing contracts and solicitations for complex information technology systems and/or complex personal services.

      • Experience drafting, reviewing, and editing statements of work for solicitations and contracts.
      • Experience facilitating the solicitation evaluation process.
      • Juris Doctorate Degree.
