Roles and Responsibilities:
- Performs on site vehicle/equipment inspections, audits and surveillance of all funding recipients to assure that required maintenance procedures are being followed and to ensure compliance with program guidelines, performance requirements, agreements and applications. Hours of work may vary according to nature of assignment

Researches and coordinates the development of standard operating procedures and work methods, and monitors maintenance of same.

Analyzes minibus performance problems and maintenance in coordination with garage maintenance teams. Reviews and assists in instructing individuals in proper work methods and diagnostic procedures as required. Insures that local operators conform with all warranty and campaign provisions and that defective warranty-related materials are returned from the local operators and sent to the manufacturers as required to conform with warranty provisions.

Proposes training needs identified in field activities to the Manager, Minibus Support and Technical Programs.

Inspects and audits minibuses purchased various manufacturing plants in and continued through delivery to subrecipients ensuring all bid specifications have been adhered to.

Develops and prepares reports indicating results of inspection activity, oversees and ensures the timely execution of repairs to inspection findings and/or accidents, as well as a trend analysis and evaluation reports for executive management.

Provides technical assistance to subgrantees in design and implementation of maintenance best practices, assists with all aspects of vehicle procurement, program administration, retirement as necessary.

Consults with vehicle and component manufacturer representatives to identify and resolve component problems to assure that NJ TRANSIT receives complete warranty credit. Tracks warranty claims placed by local operators and contractors with the vehicle dealers and manufacturers to assist when necessary and analyze data for any trends that may lead to fleet defects.

Advises management on improvements to bid specifications when procuring vehicles based on information from past warranty claims.

Manages fleet defect campaigns as well as pilot vehicle testing.

Conducts vehicle inspections on recently repaired vehicles and pilot vehicles throughout the state. Pilot and production vehicle inspections at the manufacturer plants out-of-state will also be required.

Review Preventative Maintenance Plans (PMPs) of subrecipient agencies for compliance with manufacturer’s recommended guidelines and accessibility features.

Perform inspections, conduct training, and deliver federally-funded vehicles to subrecipient agencies.
Education, Experience, and Qualifications:
Minimum:
- High school diploma or equivalent,
- Seven (7) or more years of applied experience in the maintenance, component replacement and support of revenue and non-revenue vehicle equipment.

In depth knowledge in the interpretation of electrical/mechanical schematics and the application of performance specifications and data in order to evaluate equipment performance.

Must possess a valid driver’s license with the ability to obtain a Commercial Drivers License (CDL) with the proper class and endorsements to operate commercial buses.

Excellent verbal and written communications skills, as well as experience with computer programs, including but not limited to, Microsoft Word, Excel, and Access (or other equivalent database software) required.

Must work in the office twice a week. Will also require work in the field throughout New Jersey when delivering vehicles and inspecting accident repairs. Will require travel to inspection plants in other states when new vehicles are being built.
Preferred:
- Negotiation experience, experience working with external vendors, and contract compliance experience desired.
