Purchasing Supervisor supervises daily procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates pricing, monitors performance, and expedites to respond to changes in demand or disruptions in the supply chain. Being a Purchasing Supervisor collaborates with other functions to meet current and future inventory requirements and manage inventory levels. Utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Supervisor performs auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Typically requires a bachelor's degree. Typically reports to a manager. The Purchasing Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Purchasing Supervisor typically requires 3-5 years experience in the related area as an individual contributor. SALARY RANGE: $18.73 - $22.75/hr
JOB SUMMARY: Employee is responsible for purchasing duties and buying oversite at the County Road Department. Duties include obtaining pricing and estimates, preparation and approval of purchases, payments, receivables and reconciliations. Position is responsible for stock inventory and control and warehouse operations. Position exercises independent judgement in the administration of all procurement-related projects.

EDUCATION and/or EXPERIENCE: High school diploma or G.E.D. Experience Substitution: Three and one half years’ experience, up to two years college/48 hours of course work can be substituted for two years’ experience.
CERTIFICATION/TRAINING: Valid N.M. driver’s license with a good driving record. New Mexico Chief Procurement Officer Certification (NMCPO) Obtained within six (6) months of date of hire.
ABILITIES/SKILLS: Tasks include but are not limited to: Approval and preparation of purchase orders as well as procuring all parts, materials and tools at best possible cost. Duties include preparing through and accurate cost statements and estimates. Approving and reconciling Purchasing Cards. Employee obtains and evaluates quotes for best price and compares the attributes of available products to determine the best items to purchase. Employee manages the supply room and insures the proper level of inventory is maintained to meet department needs. Employee must interact with the public, officials and employees in a pleasant and helpful manner. Employee must perform all related work as required and other duties as assigned.
